Description of the assignment/assistance

Sykehusapotekene HF (SAHF) is a health enterprise wholly owned by Helse Sør-Øst RHF with approximately 1,000 employees. The enterprise operates hospital pharmacies at 20 locations in the region and is responsible for the production, supply, and distribution of medicines to hospitals. In addition, Sykehusapotekene provides pharmaceutical advisory services and pharmacy services to patients, employees, and the public.

As a regional center of expertise for drug information, Sykehusapotekene is responsible for the management and maintenance of drug-related master data in Helse Sør-Øst.

The project's main goal is to establish solutions that ensure the availability of structured and quality-assured drug information throughout the value chain. Correct master data is a critical prerequisite for safe and efficient drug supply, and the project will contribute to reducing the gap between logistics processes and the clinical systems used in patient treatment.

A central part of the project is the establishment of a new solution for Drug Master Data Management (LM-MDM). The solution will serve as the authoritative source for drug information and ensure that clinical systems, logistics platforms, and production solutions use the same quality-assured and harmonized information about products and medicines.

The LM-MDM solution will, among other things, support the need for correct product selection (including the development of Azure functions and associated services for business logic) in clinical solutions such as Metavision, and facilitate future integration with other clinical systems in the region. When a user selects a medicine in a clinical system, the solution must be able to identify and link it to the correct product, and forward the information to the regional ERP solution (Reg ERP).

The information will then be routed to other recipients in the supply chain, including assembly machines, pharmacy tunnels/medicine rooms, hospitals without pharmacy tunnels, manual storage, etc.

The new solution will contribute to increased data quality, better traceability, and more standardized processes across clinical and logistical domains. At the same time, the architecture must be scalable and facilitate future expansions, new data sources, and integrations with other systems in Helse Sør-Øst.

Role Description

The consultant will develop a new master data source for medicines in Helse Sør-Øst. The solution will be established in Microsoft Azure and developed from scratch as a central source for management, quality assurance, and availability of drug data.

The consultant will be responsible for the development, testing, documentation, and rollout of the solution's components. The work will be carried out in close collaboration with the project's architecture resources and other subject matter experts, and in accordance with the defined target architecture, solution design, and governing technical requirements. Tasks include, among others:

• development and configuration of Azure-based cloud services, especially Azure SQL Database, Azure Blob Storage, Azure Web Apps, and associated integration components
• development of Azure Functions and associated services for business logic, event-driven processing, and the "Product Selection" component
• development of information services based on the content of the MDM solution
• development of functionality for data quality, validation, traceability, and lifecycle management of master data
• development and further development of integrations with internal and external systems
• establishment and maintenance of GitHub repositories, workflows, and CI/CD pipelines
• use of AI-assisted development using tools like GitHub Copilot, Claude Code, or similar
• development and maintenance of automated tests and quality assurance routines
• preparation and maintenance of technical documentation
• contribution to technical assessments, solution design, and continuous improvement of the solution's architecture and quality
• collaboration with product owner, architects, subject matter experts, and other developers in the project

Requirements

Start date: ASAP

• documented experience with developing solutions in Microsoft Azure
• documented experience with Azure SQL Database, Azure Functions, Azure App Services/Web Apps, and integration development
• experience with the use of AI-assisted development methodology
• experience with GitHub, version control, and establishment of CI/CD pipelines
• experience with automated testing and code quality assurance
• experience with REST-based APIs and modern development frameworks
• experience with agile development methodologies
• good written and oral communication skills in Norwegian

Project details

6 months

Extension: can be extended to approximately 30.05.2028.

When evaluating offers, emphasis will be placed on experience with master data management and development of central data sources. Knowledge of the pharmaceutical field, including drug data and IDMP, is further an advantage. Experience from the health and care sector, or similarly complex and regulated businesses, will be emphasized. Familiarity with Helse Sør-Øst and Sykehuspartner's system and integration landscape will also count positively in the evaluation.
