Project overview
The assignment involves completing the Program of Requirements and the tender documentation for a new Building Management System (BMS) to replace IBM Maximo.
Profile of the suited interim professional:
- Continue and complete the ongoing process, building on previous analyses and the concept-PvE
- Identify and involve stakeholders and organize interviews and workshops
- Update the AS-IS and TO-BE process descriptions for the asset management processes
- Draft functional and non-functional requirements, including interfaces and integration points with ArcGIS
- Align the prioritization of requirements with stakeholders
- Write the tender documentation, such as the Program of Requirements, the list of requirements and wishes, and the award criteria
- Support the tender process, including answering market questions and advising on market developments
- Identify risks and dependencies and report on them to the BMS project manager
- Bachelor's degree in Information Management, Business Administration, ICT, or a technical study
- Minimum of 5 years of independent experience in drafting Program of Requirements and tender documents for complex ICT systems within the government, in accordance with the Procurement Act
- Work experience with selecting or implementing a management or asset management system, for example Maximo, Ultimo, or GBI
- Experience in managing diverse stakeholders within complex government projects
- Experience in writing tender documents for the procurement of a software system from a government organization
- Experience with asset management and management processes related to (shipping) roads, structures, or other public spaces, gained at a province, municipality, water board, or Rijkswaterstaat
- Practical experience with ArcGIS processes and geo-integrations
- Knowledge of architectural frameworks and issues related to integration
