Job description
The Royal Netherlands Marechaussee is seeking a Domain/Business Architect to contribute to the architectural coherence of the Future Proof Bewaken en Beveiligen (FPBB) program. The role focuses on aligning strategic objectives with business processes and information provision, particularly concerning the connection to the Operational Centre B&B.
Project overview
Assignment Description
The Royal Netherlands Marechaussee faces a significant and multi-year transformation within the Bewaken en Beveiligen (B&B - Guarding and Securing) domain. The Future Proof Bewaken en Beveiligen (FPBB) program aims to future-proof this domain across seven capability clusters: continuity & resilience, control & execution, military-civilian readiness, craftsmanship & talent, innovation & quality improvement, information-driven & digitally resilient, and system position & person-oriented measures.
The domain/business architect will make a structural contribution to the architectural coherence of this program. The core of the assignment is to ensure the alignment between the strategic objectives of the B&B domain, the business processes of the KMar and its chain partners, and the associated information provision (IV).
The architect will primarily work from the business layer — processes, capabilities, roles, and information needs form the starting point, after which the connection is made to applications, data, and technology. The elaboration will be done in accordance with the Novius Architecture Framework, which serves as a common language for both the KMar and chain partners.
A significant and urgent component is the KMar's connection to the Operational Centre B&B in collaboration with the National Police, and particularly the link with the Operational Planning System (OPS) via the National Coordination Centre (LCC). For this, the architect will design the domain architecture that enables Hub-Spoke information exchange, ensures the alignment of KMar capabilities and processes with the shared platform, and architecturally guides the transition period.
However, this is one of several tasks. Other tasks the architect will contribute to include: strengthening the information position and information-driven decision-making (capability cluster F — Information-driven & digitally resilient), digital transformation in business processes, ensuring information security and 'Last IT standing' principles, and the architectural support for the Person Protection system and the KMar's changing role within it.
The architect will act as a bridge builder between the business and the IV column, actively maintain the relationship with DI&T as a critical IV partner, and contribute to architectural decision-making in steering groups and capability cluster meetings.
Concrete deliverables include at least: a domain architecture (ArchiMate) for the KMar B&B IV setup and the linking context with chain partners; a starting architecture and transition plan for the LCC/OPS connection (first release); contributions to the Target Operating Model (TOM) for the B&B domain in the IV area; and architecture principles that serve as a framework for project decisions within FPBB.
Background of the Assignment
The B&B task area of the KMar focuses on state security and the protection of objects, subjects, and services of national importance with a high risk of failure. The KMar operates as a gendarmerie under both civilian and military authority, in close cooperation with the National Police, NCTV, AIVD/MIVD, and the Public Prosecution Service (OM).
The National Coordination Centre (LCC) is a collaboration between the KMar and the National Police responsible for the direction and coordination of personal escort and protection of Persons to be Protected (TBP's). To this end, the LCC performs agenda management, capacity management, and operational monitoring. A prerequisite is real-time insight into available capacity via the Operational Planning System (OPS). The KMar connects to this via a joint IT setup.
The FPBB program operates in a rapidly changing context: geopolitical threats are increasing, the demand for security is growing, and the national Bewaken en Beveiligen system is transitioning to the Person Protection System. This requires the KMar to make its organization, processes, and IT setup future-proof — scalable, information-driven, digitally resilient, and closely integrated with its chain partners.
The architect works in this programmatic playing field with DI&T as the IV executor and a broad spectrum of internal and external stakeholders: Cluster B&B/LTC, NCTV, Police, AIVD/MIVD, OM, and JIVC.

This assignment is based on the European e-Competence Framework (e-CF). This is a European standard for describing IT competencies and the associated level of responsibility. The eCF profile indicates which competencies and at what level (e-1 to e-5) are expected from the candidate. We expect candidates to clearly demonstrate in their CV that they possess these competencies. This can be done by describing for each relevant assignment or position:
CVs in which the requested eCF competencies cannot be demonstrably found cannot be fully assessed for suitability.
Candidate has at least 4 years of demonstrable work experience with the chosen eCF profile in a similar role.
Demonstrable work experience as an enterprise or domain architect within a national government organization in the security or justice domain (Police, Defense, NCTV, OM, DJI, or comparable).
Demonstrable knowledge of and affinity with the Bewaken en Beveiligen domain, personal security, or a comparable high-risk operational security domain.
Demonstrable work experience with architecture trajectories in the context of chain digitization, platform integration, or information sharing systems within the government.
