Project overview

Assignment Description

Together with your colleagues, you will work on the Emma Platform, which the Public Prosecution Service develops itself. Your role as a versatile, experienced IT architect involves designing, implementing, and ensuring the quality of solutions built with the Be Informed platform. Additionally, you will lead projects or act as an advisor to the project team. You will actively contribute to knowledge sharing of best practices for the various project teams. You will spend a lot of time on innovation, improvement, support, and knowledge sharing.

An additional challenge is that the IT environment of the Public Prosecution Service is constantly changing. Therefore, you will contribute to the best configuration of the Be Informed platform, so that we maintain a qualitative and stable environment in the long term. You will contribute to the quality and collaboration of the Agile/DevOps team. You have a strong affinity with technology and are able to understand technical integrations and their workings that the team delivers. Background of the assignment

Description of directorate/service/department: The Public Prosecution Service (OM) – together with the police and other chain partners – is responsible for the investigation and prosecution of criminal offenses. This ranges from shoplifting to murder and from tax evasion to cybercrime and terrorism. The work of the OM aims to ensure that perpetrators receive an appropriate punishment and that victims and their relatives feel that their interests have been handled carefully.

The Public Prosecution Service (OM) consists of a head office (the Prosecutor General's Office), 10 district prosecutor's offices, 1 LRO (national regional organization), and several 'special' units, namely the National Prosecutor's Office, the Functional Prosecutor's Office, the CVOM Prosecutor's Office (Central Processing OM), the DVOM (Service Organization OM), the IVOM (Information Provision OM), and the National Investigation Service. The Public Prosecution Service is located at approximately 35 locations throughout the Netherlands. Approximately 6,000 people work for the OM in total.

The College of Prosecutors General heads the OM. The College is responsible for the entire OM and focuses on formulating new enforcement guidelines and developing investigation and prosecution policy. The College is also responsible for the organization and operations. The prosecutor's offices are headed by a head of a business unit who is responsible for the primary tasks of a district or region or a nationally operating unit. Each part of the OM has its own dynamics, areas of focus, and, in some cases, specialisms.

For a more detailed profile of the OM, please refer to the website of the Public Prosecution Service: www.om.nl

You will work at the Information Provision Public Prosecution Service (IVOM). As OM, we need future-proof and sustainable ICT and Information Provision. This presents challenges, which is why the OM component IVOM was established in 2021. To take concrete, visible steps in improving information provision in the coming years, clear choices are made in the transition approach. The following 5 multi-year ambitions have been determined for this: reliable IV services, digital resilience (cyber security), modern and flexible IT landscape, accessible and meaningful information, and a mature IV organization.

We do this with more than 300 professionals, who ensure that our approximately 6,000 OM colleagues can work seamlessly, every day.

  • Assessing requirements for consistency and quality;
  • Designing and implementing solutions using the platform in the areas of business design, integrations, and deployment architecture;
  • Presenting and justifying solution design(s) to stakeholders within the Public Prosecution Service, bridging the gap between business and IT interests;
  • Defining and managing the solution scope (in collaboration with project management);
  • Involved and responsible for all aspects in projects: analysis, UI design, implementation (AMS, UI, integrations, security), testing, and delivery;
  • Supporting and coaching project teams to enable them to effectively use the Be Informed platform;
  • Acting as a point of contact (at a tactical level) for the Be Informed Design Office.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we need information from you as a contracting party, including regarding the Chain Liability (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the accuracy, completeness, and timeliness of the remittances.

Please note, the costs for this statement are at your own expense.
