The Municipality of Vlaardingen is seeking an external contractor with expertise in cloud and platform engineering to realize a functional technical platform environment for their municipal Datalake within T-Cloud. The role involves translating the existing architecture into a production-ready base environment, including infrastructure, platform components, security, and technical connections.

- Ensure all requirements are clearly stated in the CV Organization The Municipality of Vlaardingen is working on the realization of a future-proof municipal Datalake within T-Cloud, a European public cloud environment. The Datalake must make municipal data available in a secure, reliable, and manageable way for analysis, reporting, and future reuse. A technical architecture has been drawn up for this development, based on open standards, open-source components, and limiting dependencies on individual cloud providers. The municipality is currently in the phase of translating this architecture into an actually functioning technical platform environment. For the realization of this defined project outcome, the municipality is seeking an external contractor with specialist expertise in cloud and platform engineering. The required expertise is specifically focused on the technical implementation of the chosen architecture and the realization of a transferable platform environment. The assignment concerns a temporary, specialized realization task and is not intended to replace a regular function or for the structural execution of activities within the municipal ICT organization. Assignment The goal of the assignment is to independently realize and technically deliver a production-ready base environment for the municipal Datalake within T-Cloud. The contractor will translate the available architecture into a technically working environment and realize the necessary infrastructure, platform components, security provisions, and technical connections. The assignment includes both the technical concretization of outstanding architectural choices and the actual implementation, configuration, validation, and documentation of the agreed-upon components. The contractor will independently determine how the agreed-upon results are realized, taking into account the established architecture, technical constraints, information security requirements, and necessary coordination with stakeholders. Activities: The concrete technical setup of the cloud environment. The elaboration of necessary technical design choices. The documentation of used platform components. The description of interdependencies. The documentation of relevant security and management choices. Realized cloud and platform infrastructure Activities: Cloud infrastructure. Network segmentation and private connectivity. Compute and storage. Development, test, and production environments. Container and platform services. Interconnected technical links. Implemented data platform components The intended architecture includes, among others: S3-compatible object storage. Medallion architecture. Apache Iceberg. Kubernetes. Apache Spark. Trino. Apache Airflow. Apache Polaris. OpenMetadata. PostgreSQL/PostGIS. Security, monitoring, and technical manageability The contractor will realize the agreed-upon technical provisions for: Identity & Access Management. Single Sign-On. Secrets and certificate management. Least-privilege access control. Logging and monitoring. Technical security measures. Git and CI/CD. Infrastructure as Code, where applicable. Connection to relevant municipal facilities. Technical validation and handover The contractor will validate the realized environment and transfer the technical setup to the municipality in a transferable manner. This includes: Performing technical tests. Documenting test results. Documenting configurations. Describing technical dependencies. Documenting any remaining points of attention. Delivering technical management documentation. Transferring relevant technical knowledge to designated municipal employees. Requirements/knock-out criteria Demonstrable completed education at a minimum HBO-bachelor level; Minimum 2 years of demonstrable work experience with independently realizing and configuring cloud and platform environments; Minimum 2 years of demonstrable work experience with translating technical architectures into actually working platform environments; Demonstrable work experience with the technical realization of data platforms, data lakes, or comparable complex platform architectures; Willingness to be present on location in Vlaardingen occasionally for necessary technical coordination, in mutual consultation. Demonstrable work experience with Cloud infrastructure and with Networking and private connectivity Demonstrable work experience with Kubernetes and container platforms Demonstrable work experience with Object storage and with Data processing Demonstrable work experience with IAM/SSO Demonstrable work experience with security and certificate management Demonstrable work experience with logging and monitoring Demonstrable work experience with Git and CI/CD Demonstrable work experience with documenting technical solutions.
