Project overview

Background for the assignment

Telemark County Council uses Project Portal 365 (open source, available on GitHub) as a tool for project management and portfolio overview, delivered on our Microsoft 365 / SharePoint Online platform. Additionally, we have a SharePoint Online-based intranet that serves as a central channel for information and work support for all employees.

We are seeking consultant assistance for two main purposes:

Project Portal. We require assistance with the operation, further development, upgrade, and customization of Project Portal 365. It is crucial that the supplier can document solid and practical expertise in Project Portal - including installation and upgrade, configuration, customization of templates, fields, and views, as well as knowledge of the solution's codebase and development environment on GitHub. Experience from similar assignments with other organizations will be emphasized.

SharePoint in general. We also seek advice and assistance related to SharePoint Online more generally, especially in connection with our intranet.

Adjacent technologies. We are a large and complex organization with many different professional areas. We have therefore worked extensively with the user perspective, including adapting content and menus for different target audiences. The aim is to simplify the daily work and present current news, menus, and other content as close as possible to the individual employee.

Goal-driven content

News on the front page is displayed based on location (where you physically have an office space) and which sector/business unit you work in. On the front page, we use tiles/shortcuts managed at the sector level, as well as custom-developed/adapted components that display calendars and tasks, among other things. Parts of the main menu are based on sector and location affiliation.

Search-driven content

We use search-driven web parts and Microsoft Search for dynamic display of content, including the 'Highlighted content' web part to display documents from Teams on a number of intranet pages. We have worked to improve search in general, so that users find relevant content as quickly as possible. We see great benefit in this and wish to further develop it.

We will undertake this work in collaboration with external parties. We already have relatively good SharePoint expertise internally and want to be well-equipped to further develop and manage the solutions ourselves. However, for Project Portal, we are dependent on specialized expertise from the supplier, and this will therefore be given particular weight in the evaluation of offers.

• Advice and practical assistance with the management, upgrade, and further development of Project Portal 365, including assessment of new versions and functionality from the project on GitHub.
• Customization of the solution to our needs
• project templates, phases, fields, reports, and portfolio views.
• Advice on best practices for project and portfolio management within the solution, and how to best utilize the opportunities in Project Portal.
• Knowledge transfer to our internal resources, so that we can handle more of the management ourselves over time.
• Advice on the underlying structure and consequences of various choices, as well as how the intranet can best interact with sectors and business units in the county council. We seek assistance, among other things, in tidying up older areas.
• Advice on goal-driven content management. Today, we largely use term sets, where parts of the term set are retrieved from the HR system and provisioned in M365. We want the basis for goal-driven management to continue to be retrieved from existing source systems, but are open to other ways of managing content by goals.
• Advice and assistance in configuring search and improving the quality of search results, so that users find relevant content as quickly as possible. Today, we use both Microsoft Search and SharePoint Search, both in the search center and for displaying and highlighting dynamic content in web parts.
• Advice and assistance with general tasks in the Microsoft 365 platform, including Azure and Entra ID (e.g., identity, groups, provisioning, and automation), Teams, Power Platform (Power Automate/Power Apps), OneDrive, etc..
• Assistance with integrations and automation between our source systems and M365, for example, further development of custom-developed solutions.
• Advice on governance, security, and lifecycle management in M365, such as site structure, access control, sharing, and cleanup.
