With this request, we are looking for a consultant in the field of license management.

DEADLINE FOR OFFERS: 02.11.2026 - 12 PM

The contractor will independently and self-organized provide analysis, conception, consulting, and audit services in the field of strategic IT license management and Software Asset Management.

The services must be documented in such a way that the results can be understood, evaluated by the client, and used for further decisions or implementation measures to be commissioned separately.

Analysis of existing IT license management

Structured recording and analysis of the existing organization, procedures, processes, interfaces, and documentation of IT license management.

Documentation of the current situation, including weaknesses, process gaps, media breaks, dependencies, and open technical questions.

Fit/Gap Analysis and Process Modeling

Evaluation of the documented and practically executed processes against suitable best practices.

Development of comprehensible fit/gap results and modeling of optimized target processes, including process boundaries, interfaces, control, and handover points.

Strategic Target and Solution Scenarios

Development and comparative evaluation of target and solution scenarios for organization, processes, control mechanisms, role definitions, and tool support.

Documentation of prerequisites, dependencies, advantages and disadvantages, impacts, and a technically justified recommendation.

Evaluation of SAM tool implementation

Comparison of the developed target states and target processes with the existing SAM tool implementation.

Documentation of deviations and recommendations for action. Technical configuration, implementation, or commissioning is not included unless agreed separately.

Internal IT License Audits

Planning and execution of internal IT license audits for the software products, license inventories, or contract objects specified by the client.

Documentation of the audit subject, scope, data and contract basis, procedure, findings, data gaps, deviations, and technical action requirements.

License Contract Optimization Potential

Technical analysis of optimization possibilities related to license management from inventory, usage, and contract information.

Development of documented action options. Legally binding contract interpretation, contract negotiation, contract conclusion, and procurement decisions are not part of the service.

Action Catalog and Implementation Planning

Consolidation of analysis, conception, and audit results into a prioritized action catalog.

Creation of an implementation plan with measures, technical justification, expected impact, prerequisites, dependencies, logical sequence, milestones, and decision requirements.

Senior: more than 5 years within the last 10 years

Practically proven knowledge in the analysis and modeling of license management processes as well as in conducting structured current state and fit/gap analyses

Practically proven knowledge in the conception, execution, and documentation of internal IT license audits

Experience in IT license management consulting in the transport sector

Knowledge in the analysis of license inventories, usage information, and contractual license bases
