Project overview

As a process director, you are the spider in the web. You ensure that the ecological principles from the SMP are translated into workable processes, clear responsibilities, and concrete agreements.

You connect ecologists, project leaders, policy advisors, permit officers, managers, and other internal disciplines. You also collaborate with residents, housing corporations, VvE's, project developers, contractors, and other implementers.

The substantive and ecological quality of the SMP is monitored by the ecologists. You ensure that their knowledge and advice are involved at the right time and translated into practice.

An important part of your role is clear and consistent communication. You ensure that everyone who deals with the SMP understands what it means, what is expected of them, and where they can go with questions.

Finally, you are responsible for the registration system used by the users. You keep an overview of applied measures and ensure annual reporting to the competent authority.

What will you do?

The municipality of Alphen aan den Rijn is a municipality of over 100,000 inhabitants, part of the regional cooperationverband Holland Rijnland and a participant in the G40.

In the green-blue city in the middle of the Green Heart, you will find a unique combination of urban projects and spatial issues in a rural area. Alphen aan den Rijn covers 132.5 km2, of which 6 km2 is water, and comprises 8 core areas.

The municipal organization has a flat structure. The organization is managed by a corporate directorate, each with its own portfolio, and directly below them, team managers and assignment managers.

• You will guide the permit application and ensure coordination with the province, environmental agency, and involved experts.
• You will identify the consequences of the SMP for municipal processes and projects and translate these into workable processes, protocols, and work instructions.
• You will ensure that the SMP is applied in areas such as sustainability, renovation, demolition, and new construction.
• You will develop and organize a clear communication strategy for the SMP and ensure unambiguous information for residents, housing corporations, VvE's, developers, contractors, and other implementers.
• You will ensure knowledge transfer and structural embedding of the SMP within the municipal organization.
• You will organize a clear structure for questions, signals, and bottlenecks from the organization and external stakeholders.
• You will organize monitoring, registration, and reporting and ensure good information provision to the province and environmental agency.
• You will advise management and executive board on choices, risks, costs, bottlenecks, and necessary measures.
• You will identify bottlenecks and opportunities and ensure continuous improvement of the working method.
• Minimum 3 years of demonstrable work experience as a process director, program manager, project leader, or similar role within a municipal organization
• Minimum 2 years of demonstrable work experience with the implementation, execution, or embedding of policy, programs, or change assignments within the physical living environment
• Demonstrable work experience with coordinating collaboration between multiple internal and external stakeholders, such as municipalities, provinces, environmental agencies, consulting firms, housing corporations, developers, contractors, and/or social organizations
• You have demonstrable work experience with the implementation of a policy program, plan, or permit process within the physical living environment, involving multiple internal and external stakeholders
• You have demonstrable work experience with monitoring, registration, reporting, and progress monitoring of projects or programs
• You have demonstrable work experience with advising management, directors, and/or executive board on risks, bottlenecks, decision-making, and necessary measures
• You have demonstrable work experience with identifying improvement opportunities and implementing process or organizational improvements within a project, program, or organization
• Demonstrably completed education at a minimum HBO bachelor's level in the direction of Ecology, Spatial Planning, Area Development, or Construction Management
