What makes this assignment interesting?
The RSO and DSU are at the start of a great collaboration within the Ministry of Social Affairs and Employment with this migration. With this assignment, you will get a look into both organizations. You are at the inception of a collaboration that can further expand. There is good energy in the team and a pragmatic way of working together.
Background Assignment
In 10 years, the Rijksschoonmaakorganisatie has grown into an organization with over 1700 employees and nearly 600 buildings that are cleaned. Buildings of the Central Government, the First Chamber, the Second Chamber, and the Council of State. Our focus in the coming period is on the further development of (internal) processes and the organizational structure to remain future-proof and stable. For the data warehouse and BI environment, we will outsource management to an internal department within our Ministry of Social Affairs and Employment.
The RSO originated from the decision to manage the cleaning services of government buildings in-house. The government wants to set a good example as an employer by also employing staff in lower salary scales themselves. The Rijksschoonmaakorganisatie (RSO) is the cleaning service provider for and by the Central Government. Together with other service providers, we work daily to ensure a clean, healthy, and pleasant workplace for colleagues within the Government. We do this professionally, customer-oriented, reliably, and cost-consciously.
To provide quality, we consider people's experience of their work environment. We achieve results through clear communication with clients, collegial cooperation between our cleaning teams, colleagues, and partners within the Government, and transparency about our services. The RSO stands for sustainable, efficient, and respectful deployment of people, materials, and resources. The craftsmanship of our employees forms the basis of our services, and within the organization, they have the space to develop further. As an employer, the RSO offers every employee a good, healthy, and enjoyable job.
The RSO is positioned under the Deputy Secretary-General (pSG) of SZW, who is ultimately responsible for the functioning of the RSO. The staff of the RSO is located in The Hague; operational activities take place throughout the country. The RSO is managed by the Director, supported by the Head of Operations and the Head of Business Operations & Administrative Support.

Additional Information
When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain and Principal Liability Act (Wet keten- en inlenersaansprakelijkheid - WKA). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.
The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is based in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances.
Please note that the costs for this statement are at your own expense.
