Assignment Description

To strengthen the existing architecture team and develop components of the digital system, we are looking for a (domain) architect for the Digitalization VTH program. You will join an architecture team with system/enterprise and domain architects. Additionally, there is a team of business and information analysts nearby. These two teams jointly provide the substantive content of the program. We work with common standards such as ArchiMate, Togaf, Confluence, and Jira.

The program is executed through various projects across the country and different organizations. There are diverse topics, so you might be working on a conceptual information model, federated data sharing, risk-based working, or how to use AI to make information contained in permit documents, decisions, and attachments available in an auditable and traceable manner for further use within supervision and enforcement processes.

The Task for the Architect

You will be responsible for developing architecture for components of the system. You will do this in collaboration with various stakeholders. You will ensure a supported result in the form of architectural products. This concerns both business architecture and solution direction. Subsequently, you will ensure that the architecture becomes part of the roadmap and that executing projects understand and use the architecture during realization and implementation. You will apply the existing IT frameworks in your daily work.

For example, in the many advices you provide, the creation of architectural documentation, and decision documentation.

A hands-on mentality is expected within the project; together we will get the job done.

Background of the Assignment

Program Digitalization VTH

It is the government's ambition to accelerate permit procedures through digitalization. This means that supervision and enforcement must also keep pace with this ambition. Through a broad Digitalization VTH program, many parties are currently working together to achieve this. To better unlock, structure, and utilize the growing task of complex, legally bound document flows – such as permits, applications, inspection reports, and enforcement decisions – for execution, supervision, and policy formation. By identifying bottlenecks in execution and proposing breakthroughs for acceleration.

This program is part of the OenM directorate and is responsible for further designing and developing digitalization for VTH. This Digitalization VTH program is a follow-up to the previous program called IBP VTH/Pijler 3 (Information Provision for the System) with the aim of making execution more robust through digitalization.

This program has entered a new phase as of May 2026, aligning with the further development of the Digital Environment Act System (DSO). The DSO was put into use in 2024 and has become sufficiently mature in its development that the link with the VTH digitalization task can now also be made.

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
