Make it your work.The Municipality of Zuidplas is located between Rotterdam, Gouda and Zoetermeer and consists of the villages of Moordrecht, Nieuwerkerk aan den IJssel, Zevenhuizen, Moerkapelle and Cortelande. It is a growing municipality with much water and many bridges.
The IDZ cluster is responsible for the construction and replacement of public space, including civil structures.AssignmentThe Municipality of Zuidplas is replacing and renovating nine movable bridges in Moordrecht, Nieuwerkerk aan den IJssel and Zevenhuizen. The work is divided into three projects running in parallel. Preparation is currently underway, and execution is planned from 2028 to 2030. The programme is growing: more structures will be added in the coming years.We work according to IPM. The roles of project manager, technical manager and contract manager are filled.
As environmental manager, you ensure that the work is allowed and can proceed. You arrange permits, bring internal and external stakeholders together and ensure support. You are responsible for accessibility, liveability, safety and communication during preparation and execution.All bridges are located in or over water, with the water authority as the competent authority. One bridge is a monument and one is located in a protected village view. Three bridges were declared unsafe in 2026, while execution will not start until 2028.
This requires a clear line of communication towards residents and administration.Concrete products and resultsStakeholder analysis and stakeholder file.Issue file.Permit register per bridge, including competent authority and procedure duration.BLVC framework for the programme.Communication and participation plan.ResponsibilitiesEnvironmental management: coordinating all activities to inform, involve and align with the environment. Identifying bottlenecks in time.
Maintaining the communication plan.Stakeholder management: maintaining relationships with residents, entrepreneurs, emergency services, waterway users, the water authority and internal departments such as Traffic, Roads and Heritage.Issue management: identifying, recording and resolving issues. You assess requests from internal or external parties against the project assignment.BLVC: preparing and monitoring the BLVC framework, including diversions for road and water traffic.Permits: identifying, applying for and monitoring the required permits and notifications.
You indicate which investigations are required for an application and when they must be completed.
Commissioning the investigations is the responsibility of the technical manager.Environmental requirements: providing the environmental requirements for the programme of requirements and the contract.AnforderungenRequirementsDemonstrable completed education at a minimum HBO bachelor's level.Minimum 3 years demonstrable work experience as an environmental manager within a government organisation.Demonstrable work experience within an IPM team.Demonstrable work experience with permit procedures for infrastructure projects.Availability from which date and for how many hours per week must be stated at the top of the CV.Preferred QualificationsMinimum 3 years demonstrable work experience as an environmental manager within an IPM team.Demonstrable work experience with projects in or near water, such as bridges, locks, quay walls or flood defences, with a water authority as the competent authority.
