BridgingIT is seeking an external IT procurement consultant to support the modernization of a critical infrastructure communication system, including structuring requirements, developing a neutral concept, and creating EU tender documents.

- Support in modernizing an existing telephony and communication solution in the KRITIS environment
- Structuring and consolidating already recorded functional and technical requirements
- Development of a product- and manufacturer-neutral target concept
- Creation of a performance specification suitable for EU tenders
- Development of qualification, award, and evaluation criteria, including a weighted evaluation matrix
- Consideration of high availability, information security, data protection, and emergency operations
- Optional: Support during the procurement process, assistance with bidder inquiries and offer evaluations
- Sound, practically tested knowledge of public procurement law, especially SektVO and VgV
- Demonstrable experience in creating legally compliant EU tender documents in the IT environment
- Experience in creating functional and manufacturer-neutral performance specifications
- Experience in defining qualification and award criteria as well as evaluation matrices
- Sound knowledge of IT requirements management and in creating target concepts
- Market knowledge in the area of telephony, communication, and control center systems
- Ability to evaluate standard software and avoid unnecessary custom developments
- Independence from manufacturers and providers of relevant telephony and control center software
