PLEASE NOTE: This assignment is not available for direct ZZP (freelancer) deployment. Deployment can only take place via a secondment agency/supplier or via a payroll/employment contract. The work will be carried out under the leadership and supervision of a public executive organization, therefore independent deployment is not permitted. Offering suppliers must be able to be included in the chain. For this, WAADI registration and a G-account are required.

Candidates who wish to participate as self-employed entrepreneurs can only be proposed when they are deployed via an authorized secondment agency or employment contract.

You have experience in digital service provision and will help us further in this area. This service can, for example, help Rotterdam residents find a job, but also with the correct and timely application and provision of benefits.

You are an experienced functional administrator. You bring knowledge and experience in managing new systems and enjoy further developing systems and processes together with the business. You do this safely, responsibly, with integrity, and transparently.

Your role

As a functional administrator, you will primarily focus on the structural tasks that are necessary both before and after the implementation and management of applications. You will act proactively, so that the use of functionality and the management situation of the application are as predictable as possible. You do this in collaboration with the business, but also with internal and/or external IT partners.

Responsibilities

• Translating user needs into concrete change requests;
• Testing new functionality and guiding releases;
• Proactively advising on the current and future management situation in relation to continuity, risk, and impact for business functionality;
• Advising process owners on the use and configuration of information systems, including concrete improvement proposals;
• Preparing and maintaining documentation for end-users and administrators;
• Managing the functional operation of our applications;
• Collaborating with developers and product owners in an agile environment.
• Managing user rights and authorizations (in collaboration with IAM);
• Executing and monitoring regular management tasks, including executing service management processes such as incident, change, and test processes;
• Guiding end-users towards the appropriate level of self-sufficiency;
• Proactively approaching end-users to identify ambiguities and shortcomings in functionality;
• Supporting internal and external audits by providing and explaining management and usage documentation;
• Identifying privacy and security risks within the application chain.

Requirements

You are a no-nonsense professional who knows how to get things done; reliable, proactive, results-oriented, and goal-oriented with strong problem-solving skills. As a functional administrator, you are aware of the organization, the environment, and the target group you work for. Advisory skills, results orientation, customer orientation, and good collaboration skills are competencies you possess. As a connector, you can navigate the world of the end-user, but also that of the (functional) management partner. Good communication skills (in word, writing, and behavior) are very important here.

The department

You will work in the Functional Management (FB) team within the Social Digital department and report to the Functional Management team manager. Testers and user support staff are also active within this team. Since January 1, 2022, Social Digital has been implementing the digitalization task for the Work & Income Cluster. In addition to Functional Management, two other teams are working on the digitalization task of Social Digital. These are the Product and Portfolio Development teams and the Data & Analysis teams.

Within Social Digital, we are currently working hard on the further development of the teams, further professionalization of work processes, and collaboration within the teams with other departments and partners.

• You have at least a completed HBO bachelor's degree;
• You have at least 2 years of work experience as a functional administrator, gained in the last 4 years;
• You have at least 2 years of work experience in an Agile working environment, gained in the last 4 years;
• You have work experience with Wizzr and Compas;
• You possess an ITIL4 certificate.
• You have work experience as a functional administrator in a government organization;
• You have work experience with the management processes BiSL and VFB®;
• You have at least 1 year of work experience with both business and IT;
• You have work experience with ensuring application continuity;
• You have work experience with monitoring Service Level Agreement (SLA) agreements with supplier(s) and your own organization.
