Internal Control Advisor

Project overview

The assignment focuses on professionalizing and executing the internal control function within the municipality.

Profile of the suited interim professional:

• Prepare a status report and evaluate the effectiveness of AO/IB and update the AO/IB master plan
• Test design documents for new or modified information systems
• Manage the municipality's standard framework
• Check work processes for compliance with AO/IB measures
• Advise, solicited and unsolicited, on AO/IB-related topics
• Guide and transfer knowledge to IC employees
• Test compliance with policy rules and legal regulations
• Report bottlenecks and improvement points to management
• Identify risks and involve colleagues in this
• Prepare the internal control plan and execute internal controls, including monitoring improvement points
• Ensure file creation for the audit and act as a point of contact for the external auditor
• Prepare the administrative response to the management letter
• Prepare the internal control plan for legality and lead the inclusion of the legality statement in the annual accounts
• Completed education at a minimum HBO bachelor level in administrative organization, accountancy, controlling, or business economics
• Minimum 5 years of work experience at an accounting firm at project leader, management, or comparable level
• Minimum 15 years of experience gained at a government organization, of which at least 5 years in a management position
• Experience as an independent advisor in the field of internal control at a municipality, province, or water board
• Knowledge of government architectures such as GEMMA, WILMA, or similar reference architectures
• Experience with the implementation of information systems within government where information security was an important component
