Job description

SKR is seeking an IT Administration Manager with expertise in IT management and administration to support the SSBTEK service, which provides individual information for financial assistance to municipalities. The role involves acting as a client and requirements setter towards the service provider and data-providing organizations, with a focus on maintaining SSBTEK until its eventual replacement.

Project overview

Overall Assignment Description

We are now looking for an IT Administration Manager for SSBTEK in financial assistance for SKR, Sweden's Municipalities and Regions.

The digital service SSBTEK (Composite Basic Service Financial Assistance) is an important tool that supplies Swedish municipalities with individual information from eight data-providing organizations for the handling of financial assistance.

Försäkringskassan (The Swedish Social Insurance Agency) operates the service, and SKR's role is to be the client and requirements setter. For this, we now need an administration manager with IT competence to strengthen us in the role of client/requirements setter towards both the operating partner and data-providing organizations.

Background to the need for an IT Administration Manager for the basic service SSBTEK

We need to continue managing SSBTEK. We operate under the hypothesis that SSBTEK will be replaced by another solution (GIF Financial Assistance) within a year or two. We must focus on a well-functioning SSBTEK until then.

We currently have an administration management function, titled Development and Administration Manager, who focuses on both the operational needs and responsibility for the entirety of SSBTEK.

Work Tasks

The assignment as IT Administration Manager is within the Labor Market Section. The subject areas that we in the section are responsible for are labor market, adult education, financial assistance, and the reception and establishment of newly arrived immigrants.

Your primary assignment will be to contribute to the administration management with IT competence and your experience in administration. Examples of absolutely central functions you will have in your work tasks:

· We need to have the IT competence required for dialogue with the operating partner Försäkringskassan (FK) and data-providing organizations.

· To be a good client towards FK, SKR needs to take a more technical role than we have done so far, regarding how the IT-related parts need to be developed, not just focusing on operational errors etc. FK has expressed that the technical requirements gathering from SKR could be better, and that we need to be more active clients for these parts generally towards FK. We therefore need IT technical knowledge in the administration management to be a better IT technical client.

· We need IT technical competence to assess updated versions of SSBTEK and how new versions or updates in the underlying basic services affect the operational system suppliers. To do this, the IT Administration Manager needs to have close communication with the operational system suppliers and insights into how they work. In cases where changes affect the operational system suppliers, you are responsible for communicating this clearly together with Försäkringskassan and, if necessary, offering support aimed at a smooth transition to the new version in time.

The IT Administration Manager needs to work proactively in this and ensure that information reaches the right people and that the right people talk to each other.

· During 2027, a transition from SSBTEK to GIF Financial Assistance will take place. The IT Administration Manager may need to support both the GIF initiative, data providers, and operational system suppliers with IT technical knowledge related to SSBTEK-specific issues.

· The IT Administration Manager may also need to set requirements for data-providing authorities. If, for example, the Tax Agency builds a new service to be delivered to SSTEK, SKR needs to set requirements so that the production environment and also the test environment function over time.

· In cases where IT-related issues concerning SSBTEK are received from operational system suppliers, data providers, or the operating partner, the IT Administration Manager is expected to act promptly and ensure that the issue is resolved. This also applies if the issue is directed to another party (e.g., Försäkringskassan), as the IT Administration Manager is expected to monitor and ensure that the recipient of the query acts adequately and within a reasonable time based on the nature and priority of the query. This requires monitoring both Confluence and email.

· You are expected to report to the Administration Manager for Operations in case of expected absence or if you will not be able to monitor email/Confluence during a workday or more.

· You collaborate with all parties of SSBTEK. That is, data-providing authorities, the operating partner Försäkringskassan, and SKR's members, the municipalities, who are users of the service. The work is done in close collaboration with colleagues at SKR, both within the subject area of Financial Assistance and especially with the administration and development manager for SSBTEK.

· You contribute to the development of the object/development plan and administration plan. You contribute to the IT-related parts of the agreements and contracts between authorities, municipalities, and SKR regarding SSBTEK.

· You contribute to the further development work, based on member needs that you identify together with the development and administration manager and overarching control systems.

· You answer IT-related questions from members.

· You prepare information and decision support for steering groups and any cases for our political leadership.
