Lawyer Public Order Safety Bibob Coordinator (secondment)

Project overview

As a lawyer Public Order & Safety/Bibob Coordinator, you are the legal point of contact within the municipality's safety domain.

Profile of the suited interim professional:

• Advising the mayor and the college of aldermen and councilors on legal issues concerning public order and safety, such as drug properties, demonstrations, and subversion.
• Preparing legal advice and decisions, including those on closures, area bans, and temporary camera surveillance.
• Assessing administrative police reports and translating them into legal follow-up steps.
• Supporting objection and appeal procedures.
• Handling privacy and data issues and Woo requests within the safety domain.
• Coordinating the application of the Bibob Act and guiding complex Bibob investigations.
• Maintaining contacts with safety partners such as RIEC Noord-Nederland and the National Bibob Office.
• Guiding and coaching the junior lawyer for public order and safety.
• Completed legal education at a minimum of HBO bachelor level.
• At least 3 years of experience gained in the past 5 years as a lawyer, legal advisor, or legal employee in the field of Public Order and Safety within a municipal organization.
• Experience with administrative law enforcement measures in the Public Order and Safety domain, including closures based on the Opium Act, area bans, camera surveillance, and demonstrations.
• Preferably a legal education at WO master level.
• Knowledge of and experience with the General Administrative Law Act, Municipalities Act, Bibob Act, Opium Act, and privacy legislation within the safety domain.
• At least 2 years of experience in independently drafting legal advice and administrative law enforcement decisions within the Public Order and Safety domain, including objection and appeal procedures.
• Experience with Bibob issues, including advising on integrity risks or the role of Bibob coordinator.
• Experience with complex cases in the field of public order and safety, such as subversion or area-specific safety issues.
• Experience with collaboration within a safety chain, such as police, public prosecution service, or RIEC.
