Job description

The Joint IV Command (JIVC) is reorganizing its Generic IT & Infrastructure (GII) department. The candidate will act as Deputy Head of GII, managing daily operations, HR, Finance, and process design, while also leading the ongoing reorganization and implementation of change trajectories.

Project overview

Job Description Task The Generic IT & Infrastructure (GII) department of the Joint IV Command (JIVC) was reorganized as of April 17, 2023. The department is transferring some work and employees to other, newly formed departments and will continue to exist in part, focusing on ensuring the continuity of existing IT services. The candidate will primarily fill the role of Deputy Head of GII. For this, it is important that they have extensive experience acting at a senior management level and can translate daily issues into management challenges.

Thorough insight into generic IT (data centers, networks, security, and IT Applications) is a must. They must also have extensive experience with operational aspects such as HR, Finance, and process design. The second task is to manage the operation. In addition to the substantive IT knowledge, it is important here that the candidate has experience managing professionals at a senior level. For managing the reorganization we are undergoing, experience with the implementation of change trajectories in a complex large organization is necessary.

To fill this role effectively, the candidate must have at least 3 years of recent relevant experience within the Ministry of Defence. Background Assignment The GrIT program aims to renew Defence's IT Infrastructure. The program's execution is shaped together with a market party. The results from the program will be made available to Defence over a period of approximately 7 years and will be managed by JIVC. To respond to this, the structure of the GII department of JIVC will be significantly changed as of April 17 in a major reorganization. GII will become part of the IT Infra cluster under a JIVC director.

In addition to this current GII department, IT Infra consists of the departments Infrastructure Central Services (ICS), Generic ICT Services (GIS), Platform Services Defence (PSD), and the IT Continuity Center (ITCC). A total of approximately 1400 employees will work in these departments, with approximately half initially within GII. The other departments will be partially filled with existing personnel and partially by recruiting new personnel. GII will remain responsible for the existing IT. The other departments will focus on managing the new IT, which is delivered by GrIT.

Over the years, more and more work will be transferred from GII to the other departments of IT Infra, and GII personnel must be guided to these departments. The JIVC reorganization also aims to achieve important changes in leadership, working methods, behavior, and culture. In the coming years, the integral value chain of IT Infra must also be adapted to the changing environment in conjunction with other JIVC departments and users at the various Defence units. The management organization will be strengthened and brought to a higher level of maturity.

Changes in business operations and IT systems supporting processes cannot be ruled out. In addition to these changes, it is and remains important to guarantee the current service provision at the required level: the shop remains open during the renovation and must operate at at least the current quality level!
