Project overview

You will develop a clear future course for AVU and organize the collaboration and capacity needed for the new organization. You will ensure good alignment with the administrative wishes of the participating municipalities.

The Afval Verwijdering Utrecht (AVU) has been the steering and knowledge organization for sustainable and cost-effective waste disposal and processing since 1984. AVU is a joint arrangement for 24 municipalities in the province of Utrecht. On behalf of these municipalities, AVU concludes waste contracts with market parties and public companies.

AVU handles waste transfer, transport to recycling companies and end processors, and processing contracts. AVU collaborates with Circulus and Rova within CirkelWaarde. In this partnership, the parties share and develop knowledge and strengthen each other in the procurement and management of processing contracts. Together with CirkelWaarde and the Alliantie Cirkelregio Utrecht, AVU also works on innovative solutions that contribute to a circular region where resources are maximally conserved and reused.

What is the assignment about?

AVU is on the eve of a new phase. The AVU board has opted for strengthening the organization and expanding its task package. In addition to reliable and efficient execution of existing tasks, AVU is developing into an organization that supports municipalities in regional cooperation in the areas of circularity, resource management, and the transition to a circular economy.

Several municipalities are considering outsourcing existing tasks. For this challenging task, AVU is looking for an experienced pioneer who, on behalf of the board, will further develop the organization into a powerful, future-proof entity.

• You will develop a future vision for AVU as a regional collaborative organization.
• You will explore and develop new core tasks in the area of circularity and resource policy that fit a joint arrangement.
• You will strengthen the position and added value of AVU for the participating municipalities.
• You will maintain administrative relationships with municipalities, administrators, and regional partners.
• You will further professionalize the organization and governance.
• You are responsible for the strategic development of the organization.
• 'Bring your own device' applies. No IT resources will be made available for the execution of the assignment. IT resources are understood to mean: laptop, telephone, and accessories.
• Demonstrably completed education at a minimum HBO bachelor level
• Minimum 3 years of demonstrable work experience in a political-administrative environment
• Minimum 2 years of demonstrable work experience with organizational development, change assignments, or building new collaborations
• Demonstrable work experience advising administrators and political office holders
• Minimum 3 years of demonstrable work experience within a municipality or joint arrangement
• You have demonstrable work experience with contract management and client management
• Minimum 5 years of demonstrable work experience with organizational development, change assignments, or building new collaborations
• You have demonstrable knowledge of waste management, resource chains, circular economy, and public collaboration. Substantiate in the offer where this knowledge has been acquired and applied
• Demonstrably completed education at a minimum WO bachelor level
