Job description
The IT Department's DDSI Studies & Project team is seeking a senior PMO to support their Cockpit team. This role involves both transverse entity-wide responsibilities (methodology, tools, reporting) and specific PMO duties for a project/program cluster.
Project overview
SERVICE REQUEST
With a strong international presence, R&D, production, and subsidiary activities are conducted in nearly 70 countries worldwide, and medicines are available in 150 countries, generating over €5.3 billion in revenue (2023).
The company employs over 21,900 people globally, with 4,500 in France. Our success relies on the quality of our teams and strong human values that foster individual growth.
We are looking for an IT Project Management Officer (PMO) for the Information Systems Department:
PMO Cockpit – Project Management Officer IT
Cockpit Team - 50% transverse entity / 50% cluster PMO
Context of the service:
The DDSI Studies & Project team manages the DDSI's portfolio of projects and programs. It is organized into clusters (one Project cluster and three Program clusters) and supported by a transverse team, the Cockpit, which oversees project methodology, management tools, governance, and consolidated reporting for the entity.
As part of strengthening this structure, the team is looking for a senior PMO reporting to the Head of the Cockpit.
The service is performed in a dual role, in roughly equal parts:
This breakdown is indicative and may vary according to the entity's priorities; the assigned cluster may change during the mission. The PMO also acts as a link between the two components: they relay field needs to the Cockpit and implement methodological and tool evolutions decided at the transverse level within their cluster.
Description of the service
Contribute to initiatives for harmonizing and simplifying practices (standardizing templates, streamlining processes, aligning with other DDSI entities as part of ongoing organizational changes).
Governance: Prepare and equip transverse entity bodies.
Project methodology: Maintain and evolve the project and program management framework and associated documentation (procedures, appendices, deliverable templates).
Project framework: Implement DDSI process evolutions in supports and tools (Demand Management, Build to Run, Security/Quality, decommissioning and rationalization, Data).
Project manager community: Sharing sessions, support and onboarding for new internal and external hires, capitalization and dissemination of lessons learned (REX).
Management tools: Produce and evolve entity dashboards and indicators (progress, workload, budget, risks, milestones) and ensure their quality and accuracy.
Reporting automation: Contribute to industrialization and automation.
Maintain the consolidated view of the cluster's projects and programs: schedule, milestones, workloads, budget, risks, dependencies, and interfaces with other clusters.
Prepare and lead cluster meetings (portfolio reviews, weekly updates, committees) and ensure minutes and action tracking.
Ensure rigorous and continuous budget monitoring for the cluster at resource, contract, project, and program levels: commitments, consumed and remaining, variances, alerts, forecasts, and preparation of budget cycles.
Specifically monitor budget and contractual aspects related to suppliers (technical assistance and fixed-price contracts) in collaboration with project managers and program directors, and manage contingencies.
Monitor the cluster's staffing: internal and external resources, arrivals and departures, workload/capacity balance.
Assist in applying the HARP methodology: gate preparation, completeness and quality of deliverables, compliance with quality and security requirements.
Provide support for creating schedules, business cases, committee documents, and project/steering committee presentations.
Verify the updating and quality of project data in the tools, challenge data and reported alerts.
Provide organizational and logistical support to project teams for all cluster project and program meetings.
