Project overview

As a procurement advisor, you will support large construction and maintenance projects at Rijkswaterstaat in the field of procurement and tendering.

Profile of the suited interim professional:

• Advising on the procurement strategy for projects and associated procurement products
• Determining the market approach together with the contract manager and project advisors
• Drawing up the procurement plan in which scope, frameworks, laws and regulations, and wishes are translated into a suitable strategy
• Independently carrying out national and European tenders for services and works
• Guiding tendering processes from start to finish
• Translating project experiences into new standards and norms and promoting their application by colleagues
• Acting as a sparring partner and seeking connection with procurement colleagues within the organization
• Knowledge of and experience with D&C contracts within the UAV-GC 2025
• Knowledge and experience with SAP and the SAP procurement file
• Relevant education in the field of economics, law, business administration, or technology
• Work experience within a large organization (>500 FTE), preferably with a political character
• Expertise in (project-based) procurement of services and/or works, as well as knowledge of contract formation
• Substantive knowledge of and experience with the Request Specification Process within a D&C contract
• Experience with the procurement process and national/European tenders in the public sector (preferred)
• Affinity with the construction and maintenance of Dutch road and water infrastructure (preferred)
• Knowledge of processes within Rijkswaterstaat (preferred)
