• Structure and manage an IT program.
• Monitor project costs, deadlines, and quality, prepare reports according to guidelines, and apply necessary measures if applicable.
• Identify and monitor risks and verify the effectiveness of measures taken.
• Ensure program and project management is based on achieving the objectives of signed and validated project mandates.
• Manage programs and projects using the HERMES methodology provided by the PMO to ensure quality control point monitoring.
• Ensure that client needs are taken into account.
• Obtain validation from relevant stakeholders, steering committees, and governance bodies, if necessary, for decisions related to solution selection, configuration, development, and implementation.
• Apply the project quality assurance plan.
• Implement risk management in line with internal control, information security, and internal audit requirements: identify potential risks, assess them, monitor their evolution, and propose corrective actions.
• Organize successive stakeholder validations for each phase of projects and programs.
• Define the human resources necessary for the successful execution of projects under their responsibility.
• Establish and implement communication and support plans based on stakeholders and the established organization.
• Control and ensure the execution of the training plan within the overall project planning.
• University Master's degree in Computer Science or Federal Institute of Technology (EPF) engineering degree.
• Proven experience of 7+ years in program management.
• Proven experience of 10+ years in IT project management.
• Experience as a program manager in managing programs with a business solutions component.
• Experience as a program manager in managing organizational projects.
• Mastery of all management disciplines involved in all phases of a project, supported by a recognized methodological framework (HERMES, PMI, IPMA, Agile, etc.).
• Mastery of human resource management and communication, including in an organization based on remote work.
• Ability to manage multidisciplinary resources, delegate, and set objectives.
• Strong interaction skills with expert engineers, project stakeholders, and management.
• Good understanding of the role and challenges of a Geneva public administration.
• Experience in managing projects with an IT component (vendor solutions, internal and external development solutions).

Nice to have

Required Qualities:

• Experience with high-level oral presentations in a public institutional setting.
• Ability to assist management with presentations.
• Experience within the information systems department of a Geneva public administration.
• Proficiency in German, or failing that, English.
• Excellent written and oral communication.
• Leadership, autonomy, initiative, ethics, anticipation, and negotiation skills.
• Ability to manage multidisciplinary teams of experts working in a network, particularly in teleworking.
• Excellent listening skills and understanding of the political stakes of programs.

Job Description and Context:

We are looking for a Program Manager for a client, a public administration in Geneva, to strengthen their IT program and project management teams.

The successful candidate will structure and manage IT programs and projects, ensure management quality, and oversee operational and financial follow-up. They will ensure quality team management and advise the services within their scope. The programs focus on information systems strategy, business solution evolution, obsolescence management, strategic topics, and law-related programs or projects. Position open for 80 to 100% occupancy. Mission subject to client accreditation procedure. Long-term mission (up to 5 years).
