Job description
Seeking a Program Secretary to manage processes and support program managers for two programs: 'Prepared for Aggression and Violence' and the national network 'Safe Public Task'. The role involves organizing meetings, managing documentation, supporting procurement, budget monitoring, and stakeholder communication.
Project overview
Assignment Description
As a program secretary, you are the linchpin in both program organizations and ensure that the program manager can focus on content and administrative coordination. You organize the processes of both programs.
The program 'Prepared for Aggression and Violence' already has a structure and governance that can be strengthened in parts. This requires someone who can work accurately and is flexible to take on all sorts of tasks.
The establishment of a national network VPT is still in development: structure, rhythm, and governance must be partly designed. This requires someone who independently brings structure where it is lacking, and who simultaneously moves smoothly in an environment with many parties, diverse sector interests, and a political-administrative context.
Responsibilities
(Setting up) and maintaining the program's schedule + milestones;
Maintaining the shared e-mailbox;
Secretariat for various program meetings: agenda management, document flow, reporting, decision and action lists, and timely scheduling of bottlenecks;
Preparing administrative products such as memos, progress reports, and contributions to various meetings;
Document management, archiving, and quality assurance of program products;
Support for procurement processes;
Monitoring the budget and providing financial overviews for accountability;
Organizing the practical aspects of meetings;
Maintaining contacts with internal and external stakeholders and organizing meetings with network partners.
Background Assignment
Description of directorate/service/department:
Program 'Prepared for Aggression and Violence' - Scope: organizations belonging to the Ministry of Justice and Security
Aggression and violence against people performing a public duty is unacceptable. Unfortunately, it happens too often that civil servants are confronted with insults, threats, or physical violence. This affects employees personally, puts organizations under pressure, and impairs the quality of public service delivery. To counter this problem, employers play an important role. The 'Prepared for Aggression and Violence' Program helps JenV organizations to fulfill this employer role: what can we do about prevention, how to act during an incident, and what aftercare is desirable?
The goal is to ensure a safe working environment for employees and to protect the execution of public duties against aggression and violence.
Program national network Safe Public Task (VPT) - Scope: organizations and professionals with a public task
It is not only JenV organizations that face aggression, intimidation, and violence. Many professionals with a public task from various sectors face this. Many organizations work separately on similar issues, while collaboration offers opportunities to learn faster and act more effectively. For this reason, work is underway to establish a national Safe Public Task (VPT) network: a collaboration platform for organizations and professionals with a public task.
The network focuses on strengthening the approach to aggression and violence against employees in sectors such as healthcare, public administration, education, security, public transport, housing, and social services. Within the network, knowledge, experiences, tools, and practical examples are shared, so organizations do not have to reinvent the wheel every time. Together with implementing organizations, knowledge institutions, external partners, and other ministries, a sustainable network is being built where learning, collaboration, and knowledge development are central.

Additional Information
When you offer a professional to us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).
The purpose of the 'WKA' is to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) or not, and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities.
If you cannot obtain a G-account (and you can provide proof from the Tax Authorities for this), you also have the option to provide an auditor's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances. Please note that the costs for this statement are at your own expense.
