Job description
The Business Operations Organization West-Betuwe (BWB) is seeking a Project Architect Data to manage the logical design of the ICT infrastructure for the disentanglement of the BWB for the municipality of Tiel. This role involves mapping complex data and ICT dependencies to enable phased migrations.
Project overview
Job Description Project Architect Data
The Business Operations Organization West-Betuwe (BWB) performs business operations tasks for the municipalities of West Betuwe, Culemborg, and Tiel. The municipality of Tiel is leaving the BWB. For the disentanglement of this collaboration, the BWB Disentanglement program has been established, which became operational in March 2026. The program plan was adopted on April 22, 2026. The BWB program team works on behalf of the three municipalities and focuses on the disentanglement on the BWB side.
A program team is also operational in Tiel, focusing on the integration and setup of a new business operations unit within the municipality. Both program teams work closely together.
The data task within the disentanglement is complex and closely related to the ICT task. Both programs require insight into the current composition of the existing ICT landscape. Insight into the logical and technical dependencies within BWB's existing ICT landscape is therefore necessary and must be further completed to enable an exit.
With this request, the BWB program team is fulfilling the role of Project Architect Data. The contracting authority is effectively the municipality of Tiel, as they bear the costs for the disentanglement. However, the Project Architect Data functions under the direction of the BWB program team (the client).
The assignment
The Project Architect Data is responsible for completing the logical design of the entire ICT infrastructure that is part of the disentanglement to take place for the municipality of Tiel. The coherence between the different domains in the existing landscape is not at a level to carry out a complex disentanglement project. The integral overview must be created to enable phased migrations.
This coherence will be validated by the Project Architect Data, in conjunction with the standing organization and the Data Project Leader, and will be housed in a system that records the logical relationships of the entire landscape. The task explicitly concerns not only the data itself, but the entire coherent landscape of applications, data, and underlying infrastructure. The Project Architect Data identifies omissions within existing designs and works with the Data Project Leader to address these within the standing BWB organization.
Intended results
During the assignment, the following concrete results are expected from the contractor, aligned with the program's phasing and the full scope of the task (data, applications, contracts, and IT governance). The exact milestones, planning, and delivery moments will be determined and recorded in the project assignment with the client at the start, based on the project's ongoing progress.
Results:
Thereby, the contractor provides a controlled, demonstrable, and traceable substantiation of the existing architecture of the entire data and application landscape for the disentanglement of BWB.
