Assignment Description

As a senior project manager, you will lead complex, multidisciplinary ICT projects that directly contribute to the operational strength of CLRS. You will work on the further development of a robust, secure, and future-proof IT infrastructure. You will lead multiple projects. As a senior project manager, you are responsible for the timely identification of dependencies and risks and for jointly establishing a capacity-driven plan where the plans of all projects converge into the integrated plan for the program.

You ensure overview and coherence, connect strategy with execution, and thus make a difference in an organization that contributes to national and international security 24/7.

Responsibilities

As a senior project manager, you are responsible for the integrated management of multidisciplinary projects with significant administrative and societal impact. You:

Lead politically and strategically sensitive projects

Prepare decision-making at the administrative level

Translate defense policy and strategic frameworks into concrete project assignments and results

Create support among internal and external stakeholders with diverse interests

Advise on feasibility, risks, and strategic choices

Represent the program convincingly in complex administrative environments

Are ultimately responsible for the realization, evaluation, and administrative accountability of project results

Background of the assignment

The Air and Space Command (CLRS) is working on a robust and cyber-secure IT infrastructure that supports Multi-Domain Operations and Information-Driven Operations. The program is entering a new phase in which multiple projects will be initiated to further develop the platform and realize the strategic ambitions of CLRS. You will work within the Staff of the Air and Space Command, where policy is determined and the organization is managed. The program falls under the Directorate of Projects & Innovation (DP&I), which strengthens CLRS's innovation and change capacity and contributes to strategic objectives.

The work location is Breda/The Hague. In addition, you will regularly visit other CLRS locations to maintain direct contact with stakeholders, project teams, and program management.

This assignment is based on the European e-Competence Framework (e-CF). This is a European standard for describing IT competencies and the associated level of responsibility. The eCF profile indicates which competencies and at what level (e-1 to e-5) are expected from the candidate. We expect candidates to clearly demonstrate in their CV that they possess these competencies. This can be done by describing for each relevant assignment or position:

CVs in which the required eCF competencies are not demonstrably present cannot be fully assessed for suitability.

Candidate has at least 4 years of demonstrable work experience with the chosen eCF profile in a similar role.

Generic description of competence area and levels

Implements plans for a change program. Plans and directs a single or a portfolio of ICT projects to ensure the coordination and management of interdependencies. Orchestrates projects to develop or implement new, internally or externally defined processes to meet established business needs. Defines activities, responsibilities, critical milestones, resources, skills, interfaces, and budget, optimizes costs and time, minimizes waste, and strives for high quality. Develops contingency plans to address potential implementation issues.

Delivers a project on time, within budget, and in accordance with the original requirements. Creates and maintains documents to facilitate the monitoring of project progress.

Summary of task and mission

Manages projects to achieve optimal performance and results. Defines, implements, and manages projects from conception to final delivery. Responsible for achieving optimal results, conforming to standards for quality, safety, and sustainability, and meeting defined scope, performance, costs, and schedule. Implements agile working methods where applicable.

• Ability to defend policy and translate it into executable projects
• Experience with Agile methodologies such as Scrum, Kanban, or SAFe
• Affinity with cyber security
• Excellent command of Dutch and English
