Project Manager Asset Information Provision and Management Transition

Project overview

You will be working at the Roads and Canals (WK) department, one of the eight departments within the province of Overijssel. The department is responsible for the provincial infrastructure and for building and managing the provincial roads, waterways, bridges, and locks. The department also ensures that the necessary infrastructural facilities are realized and the necessary maintenance is carried out.

The department consists of the following teams: Piping, Operations Project Advice, Assets and Policy, Roads and Greenery, Waterways, Installations and Structures, Traffic and InfraManagement.

• You will manage the IT project integrally, from initiative to management transition.
• You will direct the development and application of enterprise, solution, and technical architecture.
• You will direct applications, data, APIs, integrations, and IT infrastructure.
• You will manage implementation, migration, testing, and commissioning.
• You will ensure that specialists in cybersecurity, privacy, IAM, and business continuity are involved in a timely manner and manage the necessary measures.
• You will coordinate the setup of IT management, ITIL processes, and the management transition.
• You will connect business, asset management, IT, and architecture.
• You will manage scope, planning, budget, risks, quality, and governance.
• Demonstrable completed education at a minimum HBO bachelor level
• Minimum 5 years of demonstrable work experience as a project leader, program manager, or comparable management role within complex IT transitions or information provision projects
• Minimum 3 years of demonstrable work experience with digital transformation, information provision, or IT projects within a government organization
• Demonstrable work experience with the implementation, replacement, tendering, or further development of an Enterprise Asset Management (EAM) system, Management System (BMS), or comparable asset management platform
• Demonstrable work experience with management transitions, implementations, and/or migration trajectories within complex IT or information provision projects
• You have demonstrable work experience with drawing up Programs of Requirements, functional and non-functional requirements, and/or information architecture within complex information provision projects
• You have demonstrable work experience with governance, stakeholder management, scope, risk, and quality management within complex organization-wide IT or information provision projects
• You have demonstrable work experience with stakeholder management and coordination between stakeholders such as users, management organizations, information provision, and suppliers within complex information provision projects
