Project overview

You will work on the project-based realization of Placemaking ’t Zoet. You will help shape the identity of ’t Zoet and contribute to economy, culture, social interaction, and quality of life.

Gemeente Breda is the local point of contact for the government for residents and organizations living, working, or active in the municipality. In this role, Gemeente Breda connects individual requests with choices about the development of the living environment.

The work package of Gemeente Breda ranges from citizen services, permits, and local taxes to programs concerning housing, accessibility, climate and youth, participation, and social support. To carry out these diverse tasks carefully, Gemeente Breda brings together subject-matter expert teams with functions for data, IT, finance, procurement, and legal expertise. Within Gemeente Breda, the municipal council establishes the most important municipal choices through decisions and budgets.

• You will work from an integrated approach where programming, spatial and planning development, civil engineering measures, marketing, communication, and participation come together. You will organize the execution independently and are responsible for the agreed project results.
• You will deliver an updated integrated project plan, an overarching placemaking concept, an integrated schedule, and an up-to-date GROTICK analysis. This will form the decision-ready substantive, organizational, and financial framework for the future.
• You will develop the financial strategy, administrative roadmap, stakeholder and participation strategy, and marketing and communication strategy. You will also update the schedule for the next phases.
• You will create decision-ready implementation plans for Innovatiepark Breda, the Icon/attraction, and the remaining area programming. The plans will describe objectives, conditions, decisions, schedule, financial implications, and risks, among other things.
• You will realize three concrete programmatic placemaking results according to the approved implementation plans. For each intervention or activity, you will demonstrate what has been delivered and hand over a complete, transferable project file.
• You will independently organize the coordination necessary to achieve the results. You will collaborate with municipal disciplines, including Urban Policy, Space and Real Estate Development (RUIVO), and City Engineers Breda (SIB), and with entrepreneurs, knowledge institutions, cultural parties, residents, initiators, market parties, Breda Marketing, and other area partners. You will bring together content and interests and ensure clear agreements on roles, responsibilities, dependencies, and decision moments.
• You will not provide hierarchical management to municipal employees, you will not direct them from a personnel responsibility perspective, and you will have no personnel responsibility for these employees. Your role is solely focused on achieving the agreed project results and independently organizing the necessary substantive coherence and coordination for this.
• You will report monthly in broad terms on the progress of the agreed results, products, milestones, schedule, budget, and key risks. The report will focus on the control and progress of the assignment. The report will not include accountability for the daily organization or execution of the work.
• If a deviation has consequences for an agreed result, delivery moment, budget, or other contractual condition, you will independently submit a proposal for adjustment or decision-making to the client.
• Your candidate has at least a completed HBO (higher professional education) degree in spatial development, planning, public administration, economics, culture, area development, or demonstrably comparable field.
• Your candidate has at least 10 years of demonstrable experience as a project manager for complex urban development tasks.
• Your candidate has demonstrable experience in integrally connecting programming, community building, positioning, and communication with spatial, planning, legal, and civil engineering conditions.
• Your candidate has demonstrable experience with project and program control, including scope, schedule, phasing, finances, risks, quality, procurement, participation, communication, and administrative decision-making.
• Your candidate has demonstrable experience within a municipal and political-administrative environment, with multiple clients, and with managing multidisciplinary teams, sub-project leaders, and external partners.
• Your candidate preferably has a completed WO (university) degree in spatial development, planning, public administration, economics, culture, area development, or a demonstrably comparable field.
• Your candidate preferably has extensive experience as a project manager for complex placemaking and urban development tasks in a political-administrative context.
• Your candidate preferably has demonstrable experience with an integrated placemaking approach that connects program, innovation, culture, events, community building, and area positioning with spatial feasibility and execution.
• Your candidate preferably has demonstrable experience in the last five years with advising directors, the executive board, and/or the municipal council, and with independently preparing integrated project plans and decision-making documents for complex urban programs.
• The CV preferably includes relevant and verifiable references for comparable project management assignments in the field of placemaking, urban programming, or area development from the last five years, including organization, contact person, and contact details.
