Assignment Description

For team GF, we are looking for a QA Test Engineer. In this role, you are the conscience of the development team. On the one hand, you bring extensive experience in setting up risk-based, agile test cases for large software solutions. You know how to ensure quality at the right points in the entire software development chain. On the other hand, you are highly experienced in analyzing, preparing, and testing requirements.

At an operational level, you translate (partially or fully) requirements into logical and physical test cases that you prioritize within the functional context of the respective software solution. You breathe quality and thus contribute to the continuous improvement of our web applications. You enjoy continuously working on improving performance and analyzing how to achieve this. You are not afraid to ask questions and to thoroughly investigate the application's functionality.

Privacy by Design and security hold no secrets for you, and this is reflected in your work and should result in testing the software and ensuring quality.

In this specific project, services for generic functions are being created that benefit the exchange of (medical) data in the healthcare domain. These services often do not have a user interface, so the focus will be on (automated) testing of the services' APIs.

Requirements

You have a minimum of a Bachelor's work and thinking level.

You have at least 3 years of work experience with software testing.

You have experience with setting up and/or expanding test automation on APIs.

Wishes

You have experience with creating test plans.

You have experience with test tooling: Robot Framework.

You have an affinity for scripting, preferably in Python.

You have experience with analyzing, preparing, and testing requirements and converting them into logical and physical test cases.

You have experience with GitHub, Docker, and Linux.

You have experience with 'Privacy by Design' and knowledge of ICT data projects, Information Security and privacy, and experience with accessibility (WCAG) and performance testing.

You have experience working in multidisciplinary agile teams, and within these teams, testing the entire software development chain (frontend, backend, and/or architecture).

You are TMAP Next or ISQTB and/or CAT (Certified Agile Tester) certified.

You have excellent oral and written communication skills.

Background Assignment

The iRealisatie cluster is the software development department of the Ministry of Health, Welfare and Sport (VWS). iRealisatie was established during times of crisis to quickly develop high-quality digital support tools that contribute to the fight against and control of the COVID-19 pandemic. iRealisatie is now part of the Information Policy directorate and, on behalf of VWS policy departments and implementing organizations, develops custom software and tools that contribute to accelerating digitalization in healthcare.

This includes: Exploring and demonstrating new solutions by conducting pilots or PoCs (Proof of Concepts); Developing and realizing new software and digital tools based on privacy and security by design; Modernizing existing, outdated information systems. Providing technical advice on digitalization issues. iRealisatie has all the capabilities in-house to design, develop, and manage software - with a privacy- and security-first approach. We build software, web applications, and mobile apps.

iRealisatie will gradually (and with different landing spots for current projects) work towards phasing out and eventually closing down the organization within the core department of VWS in 2026 and 2027. The manner and timeline of this closure are still unclear, but will take several more years, given the duration of existing projects. 2026 is focused on successfully continuing existing projects and further professionalizing the organization where efficient. But on the other hand, 2026 is also focused on preparing for transfer and phase-out.

iCore

iCore is a project where components used by multiple projects within iRealisatie are maintained and expanded. In addition, iCore is involved in the further development of a case tracking system and a processing register.

Candidate has a minimum of a Bachelor's work and thinking level.

Candidate has at least 3 years of work experience with software testing (demonstrable on CV).

Candidate has experience with setting up and/or expanding test automation on APIs.

Degree to which the candidate has demonstrable experience with test tooling: Robot Framework.

Degree to which the candidate has demonstrable experience with analyzing, preparing, and testing requirements and can convert them into logical and physical test cases.

Degree to which the candidate has demonstrable experience working in multidisciplinary agile teams, and within these teams, testing the entire software development chain (frontend, backend, and/or architecture).

Degree to which the candidate possesses the required competencies and skills (testable in CV, motivation, and/or possible interview).

Additional Information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain and Principal Liability Act (Wet keten- en inlenersaansprakelijkheid - WKA). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
