Quartermaster Community Manager WWU (secondment)

Project overview

As a quartermaster and community manager, you will build a Doing Community and a Learning Community within the chain from law to execution.

Profile of the suited interim professional:

• Mapping existing initiatives, communities, and available expertise
• Interviewing key persons about needs, bottlenecks, and common goals
• Developing a supported implementation plan with agenda, governance, roles, and necessary resources
• Activating the Doing Community by connecting organizations and setting up pilots and working groups
• Stimulating collaboration on methods, tooling, and standardization of rules
• Building the Learning Community and bundling educational offerings and relevant research
• Gathering training needs and coordinating with education and research partners
• Connecting practical questions with education and research and reporting on outcomes
• Recruiting and guiding participants and contributing to digital platforms for knowledge sharing
• Monitoring neutrality, transparency, and inclusivity and reporting on progress and impact
• Supporting upscaling and safeguarding and preparing for transfer to a structural management organization
• Extensive experience with stakeholder analysis and community management within a public context where multiple organizations and interests converge
• Experience in building and guiding collaborations, without using hierarchical control
• Strong analytical and strategic insight to translate complex issues into a joint approach
• Insight into the interests and working methods within the domains of policy, legislation, execution, ICT, education, and science
• Clear communication style and the ability to activate and engage a network
• Familiarity with public rule management, legal analysis, and rule techniques such as FLINT and rules-as-code
• Strong conversational and facilitation skills focused on building trust and guiding group processes
