Project overview

Self-employed: Permitted, provided the conditions of the DBA Act are met. Interviews: Thursday morning, November 5, 2026. Assignment Description: The municipality of De Fryske Marren wants to organize support for youth and families in a more preventive, accessible, and local manner. This involves working towards a strong social-pedagogical foundation, a General Provision Youth & Family, and a greater locally organized support offering. The goal is for youth and families to receive appropriate support earlier, preventing or reducing the need for specialized youth care where possible.

The Quartermaster will develop an integrated local approach, create support among stakeholders, and guide the actual implementation of new working methods.

Responsibilities

Develop an integrated plan and implementation strategy for the local youth and family approach. Elaborate on the structure, access, service provision, and cooperation agreements for the General Provision Youth & Family. Advise on governance, organization, execution, and funding of locally organized youth care. Guide the transition from regional to local support. Realize cooperation agreements with education, general practitioners, youth healthcare, welfare, social neighborhood teams, and care providers. Prepare local procurement and contracting issues.

Support with baseline measurements, development of KPIs, and monitoring systems. Prepare a societal and financial business case. Develop an implementation and growth plan towards 2028 and structural safeguarding from 2029 onwards. Background of the Assignment: The municipality is working on a transformation of the youth landscape, with prevention, local cooperation, and early support at its core. Pilots have already been launched to strengthen the social-pedagogical foundation.

Furthermore, the municipality wants to realize a functioning General Provision Youth & Family and shape the 'begeleiding regulier' (regular guidance) and 'behandeling regulier' (regular treatment) products, which are currently organized regionally, at the local level. The Quartermaster will not only develop the substantive approach but also ensure support, cooperation, and actual execution. A future-proof local structure, including appropriate governance, funding, cooperation structures, and preparation for local procurement, must be available by January 1, 2028, at the latest.

From 2029 onwards, the cooperation and execution model must be sustainably safeguarded.

Requirements

Please note: the following requirements are knockout criteria and must be demonstrably reflected in the CV. Demonstrable minimum HBO work and thinking level. Current and historical knowledge of the youth landscape and its development, clearly described in the CV. Demonstrable experience in developing and implementing new working methods within youth care, including concrete examples of achieved results. Demonstrable knowledge of the youth care offering and the regional situation within Sociaal Domein Fryslân (SDF).

Possess a relevant network within youth care in Friesland, substantiated with concrete examples in the CV. Demonstrable experience with collaboration within the youth care chain, including referrers, education, welfare, and care providers, substantiated with practical examples. Available from December 1, 2026, for 24–32 hours per week until December 1, 2027. A Dutch-language CV of a maximum of 5 A4 pages, with the job title, start and end date, and weekly hours worked for each position. Desired Skills: Experience in bringing together different interests.

Experience with quality requirements for youth care and possibilities for alternative deployment. Experience in writing advice at an executive level. Experience with collaborations within the youth care chain. Competencies: Analytical. Judgmental. Collaborative. Results-oriented. The candidate can understand the Frisian language or is willing to learn it.
