The Position

For the Safety department, OOV team, Schiedam is looking for a highly experienced OOV advisor (32 hours per week) to shape the content development agenda of the team and department, and to support the current OOV team in daily activities and the updating of the crisis organization.

What will you do?

As a Senior Advisor OOV, you combine substantive advice with a coaching and development role within the team. You are capable of independently tackling complex safety issues and advising on them at a strategic, administrative, and tactical level.

About the Company

The OOV team is part of Safety and Crisis Management within the Safety department. Result areas of Safety and Crisis Management include public order, nuisance in residential areas, youth crime, and crisis management. The person-oriented approach within the Safety House also falls under the team's responsibilities, as does policy regarding prostitution, coffee shops, hospitality, or events. In recent years, significant efforts have been made to combat undermining activities.

The OOV team manages the account responsibilities for the police unit, the Care & Safety House, the Rotterdam-Rijnmond Safety Region, and the Regional Information and Expertise Center (RIEC).

• Supporting and advising on complex and/or administratively sensitive issues within the OOV domain;
• Acting as a substantive point of contact and sparring partner for the advisors within the OOV team;
• Coaching and supporting colleagues in the further substantive development of the team;
• Contributing to the development and professionalization of policy and work processes within the Safety department;
• Drafting and further developing policy and advisory documents and translating them into concrete implementation;
• Advising and liaising with internal and external partners within the safety domain;
• Contributing to relevant development tasks within OOV, undermining, hospitality, events, and special laws, integral safety policy, care, youth and safety, and supervision and enforcement, among others.
• You have demonstrable multi-year (at least 5 years) experience as a Senior Advisor OOV within a municipal organization;
• You have extensive knowledge of and experience within the broad domain of public order and safety;
• You have demonstrable knowledge of and experience with municipal crisis management and the processes surrounding a crisis organization;
• You are strong in policy development and have demonstrable experience in independently drafting policy, advisory, and/or administrative documents;
• You are capable of translating policy and advice into concrete implementation;
• You have experience advising in an administratively and politically sensitive environment;
• You easily switch between strategic/administrative and tactical/operational levels;
• You are capable of substantively guiding and coaching colleagues and acting as a senior sparring partner.
