Job description
The COA (Central Agency for the Reception of Asylum Seekers) is looking for a Senior Full Stack Engineer to design and build applications using .NET and TypeScript, focusing on cloud-native development and containerization. The role involves establishing best practices for development, testing, and security within a hybrid work environment.
Project overview
Job Description: Senior Full Stack Engineer Organizational Context The COA (Central Agency for the Reception of Asylum Seekers) is responsible for the reception and guidance of asylum seekers in the Netherlands. Our services require reliable, transparent, and well-organized information provision. The ICT department plays a central role in this by structuring systems and processes in a way that effectively contributes to our societal task.
What you will do The COA is an organization that constantly adapts to political and societal realities. This demands IT that can switch gears quickly. This is only possible if we tackle it seriously: with reusable building blocks, with tests that prove a solution does what it should do, and with frameworks for privacy and information security that are integrated from the first line of code. That is precisely the work you will be doing at the COA.
Technically, you will build on .NET, TypeScript, cloud native, and in containers. You will ensure that the whole is testable and automatically progresses through the development pipeline, so that speed does not compromise quality. You will make choices that extend beyond this application. Additionally, you will guide colleagues. Other teams will look at what you do and want to adopt it. You will explain, you will build along the first time, and you will have the patience to do it a second and a third time. Together, you will ensure IT that enhances humane reception.
Concrete Tasks and Responsibilities
· You will design and build the application in .NET and TypeScript, cloud native and in containers, from initial concept through to production and beyond.
· You will determine the architecture and monitor quality: only code that meets the standard will pass.
· You will set up the development pipeline with automated tests, reviews, and checks, so that speed does not compromise quality.
· You will document conventions and working agreements, so that what works here becomes the pattern for the next application.
· You will translate the frameworks for privacy and information security into guardrails and automated controls, together with our security and privacy colleagues.
· You will guide other development teams in this way of working: you will build along, explain, and transfer knowledge.
· You will explore new developments in the field, assess their value for the COA, and justify why we do or do not adopt them.
The Team The Reception and Chain (TOK) Team is part of COA ICT. TOK develops and manages applications that are essential for the daily operations of the COA, from systems for employees at reception locations to information exchange with municipalities and chain partners. We work hybrid and are physically present two days a week. We share knowledge in working groups and guilds, in which you, as Tech Lead, have a leading role.
Why Senior Full Stack Engineer at the COA?
· You start at the beginning. There is no legacy to work around; you will co-determine how we develop from now on.
· Your work impacts people. The systems you build are used by colleagues at reception locations and contribute to the reception of residents.
· The context is substantively challenging, and that makes it interesting: sensitive data, strict frameworks, and an organization that is constantly in motion.
· You will establish a way of working that will subsequently be adopted by the entire ICT department.
Who are you? You are, first and foremost, a solid engineer. You write good software, you think about maintainability, and you know that a demo is different from something that runs in production. AI is a tool for you that makes you faster, not a replacement for your craftsmanship. You are curious about what comes up weekly, but sober enough to see what remains of it.
Furthermore, you are entrepreneurial and patient at the same time. You don't wait to be assigned a task: you see an opportunity, make it small enough to demonstrate, and seek out the people you need. And if a team isn't ready for it yet, you take a step back instead of pushing harder. You enjoy making others better at something you already know how to do.
You possess:
· Minimum HBO (higher professional education) work and thinking level, with a relevant study background.
· Minimum 5 years of experience as a software engineer.
· Extensive experience with .NET and TypeScript, and with building applications that are actually in production.
· Experience with cloud-native development and containers.
· Experience with CI/CD and with automating the software development lifecycle (SDLC), from commit to delivery.
· Experience with AI-native development: working with coding agents like Claude Code, including critically reviewing generated code.
· Experience with setting up skills, conventions, and context for coding agents, and with evaluations demonstrating that the result remains good.
· Experience with translating frameworks for privacy, information security, and responsible AI use, including the AI Regulation, into guardrails and automated controls.
· Transferability: you explain complex technology to colleagues who are not yet familiar with it, without making it simpler than it is.
· Experience in a public or otherwise highly regulated environment is a plus.
· Experience in guiding or coaching development teams is a plus.
Other Information
· Hybrid working is possible; presence in The Hague is expected on two fixed days (in consultation).
· A Certificate of Conduct (VOG) is required before the start of the assignment.
