We are now looking for a Senior IT Architect/Technical Advisor for an independent technical feasibility study and cost assessment of a proprietary housing agency system for our client, Boplats Syd.

Role:

Senior IT Architect/independent technical advisor with experience in business-critical customer systems, technical feasibility studies, and cost calculations.

Assignment Description and Deliverables:

Boplats Syd AB wants to investigate the conditions for developing, owning, and managing its own housing agency system. The assignment should provide management and the board with an overall, realistic, and independent technical and economic basis for decision-making.

The work includes a current state analysis, overall architecture, integrations, AI-assisted development, resource and time assessment, risks, and a five-year total cost of ownership (TCO) with low, likely, and high scenarios. Robust operation, cybersecurity, user-friendliness for staff and customers, current and future systems, operation and storage in Sweden/EU, possible operation in Malmö city's IT environment, and training and transition costs should be included.

Deliverable: written report and a final presentation in Swedish. The complete assignment description, delivery requirements, work method, and background check are in Appendix 1 at the end of this file. The appendix is part of the tender documentation.

The assignment does not include a complete requirements specification, detailed system design, or system development.

Boplats Syd will attach particular importance to the experiences according to points 1 and 2 during the evaluation.

Meritorious experiences must be verifiable through relevant reference assignments where the consultant's role and performed work are clear.

Assignment execution, times, and scope:

End date: 2026-12-07

Scope of assignment: The scope is estimated at a number of hours / percentage of full-time, namely: 80-120 hours during approximately 4-6 weeks. The consultant shall report the time spent per main task. The final scope will be determined before the start.

Option for extension: Option to extend the agreement exists for 6+6 months. Options utilized in this agreement are always at the already applicable terms.

Option for scope: Yes, there is a possibility that the client may order additions/extensions to the contract. After the report is delivered, the client may need to produce additional decision support material with the same consultant. Possible deepening of parts of the report may be added.

Place of execution: 50% on-site in Malmö, the rest of the time remote.

Remuneration form: Ongoing, monthly based on time reporting. No compensation for travel or travel time.

• Experience and seniority: Have at least 10 years of documented experience in IT, with at least 5 years in leading roles in system architecture, technical project management, or development management.
• Development of business-critical systems: Have documented experience in planning, leading, or being responsible for the development of large business-critical and customer-oriented IT systems.
• Feasibility studies and cost assessments: Have documented experience in conducting technical feasibility studies and preparing cost assessments for major system development projects, including estimating development costs, resource needs, staffing, and time requirements.
• Technical architecture and management: Have good knowledge of modern system architecture, databases, API integrations, and cloud-based solutions, as well as experience in assessing long-term costs for operation, maintenance, and system management.
• Independence and communication skills: Have the ability to independently carry out the assignment and present technical and economic conclusions in an understandable way to non-technical management, in spoken and written Swedish.
• Municipal housing agency systems: Documented experience in development, management, or technical architecture for housing agency systems within municipal operations or municipal companies.
• AI-assisted system development: Documented practical experience in system development using AI agents and modern AI-assisted development tools, as well as the ability to assess how these can affect development costs, resource needs, time requirements, and quality. Relevant certifications in AI and AI-assisted system development can be invoked as supplementary documentation of the consultant's competence.
• Public sector and complex systems: Experience in system development within the public sector or municipal companies, especially large web-based services with many users, complex business rules, and high demands on information security.
• Experience with technical and economic choices: Documented experience in evaluating and comparing in-house development with existing system solutions based on technical conditions, development costs, resource needs, and long-term operation and management costs.
