Assignment Description

The agency has a need to select a common digital collaboration platform that primarily supports effective internal collaboration.

The role involves leading and executing the assignment to investigate, define requirements for, and propose the selection of a collaboration platform for the agency, focusing on business benefits, information security, and long-term manageability.

Responsibilities

General Information about the Assignment

The assignment may involve travel during the assignment period to work at E-hälsomyndigheten's other offices. The consultant is expected to participate on these occasions. Travel will be booked and paid for by E-hälsomyndigheten.

Other travel is not currently planned and, if it occurs, should be at the order of the immediate manager at the agency.

Remote Work

It is possible to perform parts of the assignment remotely, but this must be done in dialogue with the client, and the client decides if/when remote work is relevant. Currently, E-hälsomyndigheten allows for remote work up to three days a week.

Evaluation

The contract will be awarded to the consultant whose bid is the most economically advantageous based on the best ratio between price and quality. Price refers to the consultant's offered hourly rate. Quality refers to the fulfillment of mandatory requirements and an interview with the offered consultant.

Value deductions per criterion are determined based on the achieved level and the maximum amount for the respective criterion.

The consultant who receives the lowest evaluation price will be awarded the contract. Please note that the evaluation price is only a mathematical calculation used for evaluation and does not affect the actual bid price.

• The offered consultant must have at least five (5) years of work experience in being responsible for and performing project management. At least two (2) of those years must be experience in leading projects with at least 10 project members. At least twelve (12) months of the work experience must have been acquired at some point during the last three-year period.
• The offered consultant must have at least 3 months of experience in procurement and implementation as a project manager for at least one cloud-based collaboration platform such as Microsoft 365, Google Workspace, or similar. The experience must have been acquired within the last 3-year period.
• The offered consultant must have good knowledge of Swedish and English, both spoken and written.
• The consultant must achieve at least competence level 4 according to the framework agreement: Knowledge: Highest level of competence in the relevant role, perceived as an expert in the market. Experience: Has performed complex assignments in the relevant role and performs assignments with very high quality. This level is normally achieved no earlier than after 9-12 years of work in the relevant role. Leadership: Has extensive experience and practice in acting in a leading position. Independence: Very high.
• The bidder must hold an F-tax registration and prove this by attaching a valid F-tax registration certificate with the bid.
• Experience working with collaboration platforms between government agencies in the last 12 months.
• Experience with state government agencies in the last 12 months.
• Reference Assignment: Experience must be proven by one (1) reference assignment carried out within the last 24 months. The reference assignment must be comparable to the current assignment. The reference assignment must be documented in the attached appendix, which must be used for the bid to be considered to meet the requirement.
