Project overview

Background: The application landscape needs to be transformed into a controlled and reliable state as part of the cloud strategy. After inventory and the start of the first transition wave, further direction is needed on migration, compliance, lifecycle management, governance, and assurance.

Intention: To realize a future-proof, manageable, and secure application landscape and enable the line organization to carry out further transitions independently.

Personality x Skill: You are a strategic and hands-on project manager with broad IT/IS knowledge, experience with application landscapes and hybrid cloud transitions, and the ability to connect executive stakeholders and execution teams. You manage for results and quality and, where necessary, contribute substantively and operationally yourself.

Organization

You work for a public water organization in the Utrecht region responsible for safe dikes and sufficient and clean water. Within the IT/IS organization, you collaborate with information managers, architects, security and privacy specialists, application managers, product owners, and infra and workplace engineers, among others. The teams work partly agile and in Scrum teams.

Strategic Project Manager Application & Cloud Transition

As Strategic Project Manager Application & Cloud Transition, you will direct the further transition of an application landscape of approximately 350 applications. The transition is carried out in waves and focuses on continuous application ownership, clear registration in the CMDB, application lifecycle management, governance, management knowledge, compliance, and alignment with the hybrid cloud strategy.

The starting point is SaaS over PaaS over IaaS. Part of the landscape will remain on-premise, part will remain or become SaaS, and part will migrate to Microsoft Azure. Applications from the existing VDI environment will also be migrated to the target architecture for the modern workplace, partly via AVD and Liquidware products.

You translate strategic objectives into concrete plans and actionable steps, manage steering committees and execution teams, and monitor the coherence between applications, infrastructure, information security, management, workplace services, and cloud services. You not only organize and coordinate but also contribute yourself to the development, realization, and delivery of project results where necessary.

• Analyzing, prioritizing, and determining the migration strategy for applications according to the 6R method;
• Executing transitions to SaaS, Public Cloud (Azure), and other designated landing zones within the hybrid target architecture;
• Phasing out the VDI Horizon platform by migrating applications and application access to solutions within the modern workplace;
• Steering and contributing to parts of the target architecture, including the Azure landing zone, CI/CD pipelines, and Infrastructure as Code;
• Auditing applications for cybersecurity, privacy, AI, and archive legislation, and relevant standards;
• Implementing and optimizing supplier, change, and application lifecycle processes;
• Phasing out approximately 80 applications and identifying opportunities for application rationalization;
• Coordinating the training program for functional management and embedding transition, lifecycle, and ITIL management knowledge in the line organization;
• Designing governance for, among others, the i-portfolio, development process, and application landscape;
• Preparing a Project Initiation Document (PID) for Transition Wave 2 and submitting it to the steering committee for decision-making;
• Reporting monthly on progress, risks, bottlenecks, milestones, and decisions to the relevant governance bodies;
• Preparing steering committee meetings, providing decision-making documentation, and recording agreements, decisions, and actions;
• Aligning and collaborating with business, Information Management, Architecture, IT/IS teams, suppliers, and other stakeholders.

• 36 hours per week;
• Interviews on Tuesday, November 17, 2026, in the morning;
• Without government experience, unfortunately, there is no point in applying;
• Maximum hourly rate of € 95, depending on experience;
• Minimum of 5 years of work experience in the last 10 years as a project manager, transition manager, or similar role within an IT/IS environment;
• Completed certification in project management, such as PRINCE2, IPMA, PMI, or equivalent;
• Work experience with IT/IS domains and IT management processes;
• Work experience with IT workplaces and/or Modern Workplace environments;
• Work experience with the application of relevant laws and regulations and standards within IT/IS, including BIO, NIS2/Cybersecurity Act, and/or GDPR;
• Available by December 1, 2026, at the latest, for at least 32 hours per week for the entire assignment period.
• Work experience with transitions of application landscapes to a hybrid cloud architecture;
• Minimum of 8 years of work experience as a project manager, transition manager, or similar role within IT/IS environments;
• Work experience with transitions of application landscapes to a hybrid cloud architecture, including Microsoft Azure and/or Modern Workplace. Mention a reference project on a separate page in the offer;
• Work experience with IT/IS architecture and management processes, involving coherence between applications, infrastructure, information security, management, workplace services, and cloud services;
• Work experience with the application of relevant laws and regulations and standards within IT/IS, including BIO, NIS2/Cybersecurity Act, GDPR, Archive Act, Woo, and/or information management within the government;
• Work experience as a project or transition manager within a water board, government organization, semi-public organization, or similar administrative environment.
