Project details
maximum 110 per hour 16-20 hours Assignment description: Subregional Representative BAR Procurement Youth Care 2029
- 16-20 hours per week The Rijnmond Youth Region is collaborating on a new regional procurement of youth care from 2029 onwards. A joint regional procurement strategy is being developed for the entire Rijnmond Youth Region. This strategy forms the basis for the next steps: the preparation and execution of the regional procurement process for the new contract period from 2029. The municipalities of Albrandswaard, Ridderkerk, and Barendrecht together form the BAR subregion within the Rijnmond Youth Region. For this assignment, we are looking for an experienced professional to represent the BAR subregion in the regional procurement project team. You will connect regional and local procurement, actively gather input from the three municipalities, and ensure it is incorporated into the regional preparation. Simultaneously, you will translate regional developments into what they mean for the three municipalities. You will work independently, but always in connection with the three municipalities and other project participants. What will you do? As a subregional representative, you will be part of the regional project team Procurement Youth Care 2029. You will represent the BAR subregion and form the link between the regional project and the three municipalities. You will participate in the weekly project group and at least one working group. You will contribute to the products and activities agreed upon within the project. The regional procurement strategy is the first important milestone. Its intended delivery is December 2026. In 2027, further elaboration towards the actual procurement and contracting will follow. Your role within the regional project team:
- Represents the BAR subregion in the regional project team;
- Participates in the weekly project group and makes an active substantive contribution;
- Brings local points of attention and implementation possibilities into the further development of the procurement;
- Feeds back regional points of attention regarding procurement to the implementation in preparation for local procurement;
- Prepares topics and elaborates on agreements and actions arising from the project team;
- Identifies bottlenecks, points of attention, and choices that are important for the three municipalities;
- Participates in at least one (or more) regional working groups. An important part of your assignment is organizing a good connection between the regional project organization and the three municipalities. You will regularly consult with the involved colleagues within the three municipalities and actively gather input. This includes consultation with policy/AOJ officers, municipal access to youth care, contract managers, and quality officers for local procurement, and the administrative consultation structure. You will ensure that relevant information from the municipalities is timely submitted to the regional project. Conversely, you will ensure good feedback on progress, agreements made, and developments within the regional project. You represent the BAR subregion, but do not have independent administrative authority. Where decision-making or an administrative choice is needed, you will ensure that this is identified in a timely manner and prepared properly. About the project Procurement Youth Care 2029 The Rijnmond Youth Region is working towards a new regional procurement of youth care as of January 1, 2029. The current contract period is ending, creating an opportunity to make new choices about the organization of the regional offering, the method of contracting, and the management of implementation. At the same time, much is changing within youth care. The Regional Vision Youth Care Rijnmond 2026-2030 and the accompanying Implementation Plan provide direction for the development of a youth care system in which care is organized appropriately, available, and as close as possible. National developments, such as the Youth Reform Agenda and new legal frameworks, also influence the new procurement. The regional procurement strategy will include choices about, among other things: Which youth care will be procured regionally and how it connects with local youth care; The organization of the regional care offering; The way regional care will be financed and contracted; The method of steering municipalities and providers on quality, availability, and results; The transition from the current to the new contract period. The procurement strategy will then be elaborated into the tender and contracting for 2029. The project thus runs from strategic preparation to actual procurement, implementation, and transfer to the line organization. What do we ask of you?
- Experience with procurement, preferably within the social domain and/or youth care;
- Experience with municipal and regional collaboration;
- Ability to quickly understand complex information and distinguish between main and minor issues;
- Ability to connect substantive and organizational interests;
- Ability to translate substantive tasks into a concrete procurement strategy;
- Ability to independently take on tasks and monitor progress;
- Ease in switching between different municipalities, disciplines, and levels;
- Clear communication, both oral and written;
- Ability to collaborate well in a regional project team;
- Timely identification when a topic requires administrative or organizational consultation and ensuring it is well prepared. What do we offer? A substantively challenging assignment for 16-20 hours per week, in which you will contribute to the new regional procurement of youth care from 2029. Your input will align with the phase of the project: initially, the focus will be on developing the procurement strategy, later on the preparation and execution of the procurement process. From the BAR subregion, you will collaborate with other subregions and contribute to choices that are significant for youth care throughout the entire region. You will have the opportunity to use and further develop your experience with policy, procurement, and regional collaboration. You will be involved in a process where substantive choices, administrative considerations, and practical implementation come together. Competencies:
- Start: 2026-11-01T23:00:00
- Location: Barendrecht Zuid-Holland, NL
- Languages: Dutch
