System Developer for Excel, VBA and Office Conversion at SCB

Project overview

We are looking for an experienced system developer at level 4 for a consulting assignment at Statistics Sweden (SCB).

The assignment is suitable for you who have deep technical competence in Excel, VBA, Office scripting, and automation, and who want to contribute to the modernization of the agency's Office-based solutions.

About the assignment

SCB is working to phase out older Office formats and needs specialist expertise to ensure an efficient and quality-assured transition to modern file formats.

As a consultant, you will contribute expertise in Excel macros, VBA scripts, and Office scripts, as well as practical support for the conversion of existing solutions.

An important part of the assignment is to further develop the NSS system together with the system supplier. NSS will be used for inventory and automated conversion of Office files.

You will also work with solutions where SAS scripts are used for statistical processing, and the results are further processed in Excel.

The role involves close collaboration with the business users, which requires good communication and social skills. You need to be able to explain technical solutions, support users, and contribute to long-term sustainable working methods.

MUST-HAVE requirements – mandatory requirements

Excel knowledge: Understand how Excel works and its various functions.

Programming concepts: Understand and practically apply programming concepts such as variables, loops, conditions, and functions at an advanced level.

Macros and VBA (Visual Basic for Applications):

Code review: Ability to review and edit code to ensure the application functions correctly.

Troubleshooting: Ability to identify and resolve problems in macros and VBA code.

Customization: Adapt existing macros and VBA scripts or create new ones to automate workflows.

Office scripts:

Action recorder: Ability to use the action recorder to record and create Office scripts.

Code editing: Understand TypeScript code for more advanced scripts.

Security awareness:

Understand the differences in security between VBA and Office scripts. VBA has full access to your computer, while Office scripts only have access to the workbook.

Platform-independent thinking: Understand the differences for macros, VBA scripts, and Office scripts and be able to propose the best future solution.

Generation of Office: The differences between old and new Office formats and how best to convert old formats to new ones.

Conversion: Understand and be able to manage how to read and utilize metadata from Office files to provide the user with the necessary support for advanced automatic conversion of files.

Other programming languages: Ability to develop in other programming languages such as PowerShell and .NET to develop code for conversion and modification of existing solutions.

SHOULD-HAVE requirements – desirable competencies

The consultant should have at least the years of work experience mentioned below, within the last six years from the last bid date, in the following competencies:

Experience with the NSS tool

At least 4 years of experience with VB script and PowerShell

At least 4 years of experience working with the Office suite, such as technical expertise in installations and patching

At least 1 year of experience in converting Office formats

End date: December 17, 2027

Extension option: Maximum 12 months

Project details

Örebro or by agreement

Work model: Hybrid – remote work is possible most of the time, but travel to SCB offices in Örebro and Solna may be required.

Presence: During the first weeks of the assignment, more days on-site may be required.

Other information

The consultant shall follow SCB's system development process and use approved tools and technologies. The work is carried out in collaboration with the business and responsible administrators, with ongoing documentation and knowledge transfer.

A confidentiality agreement must be signed before the assignment.
