Assignment description
Multiple tenders need to be executed. It is not yet entirely certain which tenders these will be, as this may change in the coming months depending on priority. Typically, this involves a regular European tendering process that the candidate will execute within a project team. The regular steps involved are: Writing the tender strategy, writing the tender guidelines and relevant appendices such as the agreement, answering the note of clarification, publishing the tender, guiding the evaluation, and writing the award advice and award/rejection letters.
All this is done in collaboration within a project team under the leadership of a project leader. The candidate procurement often works with available templates in the tendering process. There is a review process where the candidate must process comments on the draft documents. This applies to every milestone product. Collaboration with project team members, reviewers, and legal counsel is therefore an important part of the work. Meetings are usually in or around Utrecht. The risk of failure for the police can be relatively high, which is why seniority in experience and education is required from the candidate.
Political-administrative sensitivity is therefore also important for the execution of the assignment. Training: Nevi2 or equivalent completed and knowledge of tender law (examples from previous secondments).
This assignment would normally qualify more as a result-oriented assignment, but due to the uncertain nature of tender lead times, this is not possible. However, one week may have a higher workload than another due to the different phases the project goes through. It is up to the intermediary to manage this variation.
The desire is for the candidate to execute the projects as much as possible and not be part of the team, and therefore not attend work meetings.
Work experience:
Must haves:
More than 10 years of work experience in the public domain as a European tenderer
Nevi2 completed
Demonstrable knowledge through, for example, a tender law course at Utrecht University or equivalent
Demonstrable experience with at least five European tenders for ICT-related supplies or services
Knowledge of Excel in relation to creating pricing models
- Start: 01-01-2027 (starten kan na afronding van screening)
- Duration: 18 maanden
- Remote: hybrid
- Location: Utrecht, NL
- Languages: Dutch
