The role involves realizing research/BI functionalities for CAO researchers and scientists, based on an architectural plan and transition roadmap. The initial focus is on establishing a database for CAO data and developing a temporary solution for contract wage calculations for 2025.
Project overview
Assignment Description
The assignment is to realize research/BI functionalities for CAO researchers & scientists, and this will be executed based on the architectural plan / the transition roadmap. The priority is first to lay the foundation of a database (for CAO data) and then to develop & implement a temporary provision for contract wage calculations (2025). Furthermore, preparations must be started for the definitive solutions, in which all research functionalities will be fed with data from a database to be realized. The objective is to (start) complying with all existing (new) guidelines, frameworks, and advice.
Taking into account the CAO users, guidelines, policy, laws, and regulations (IT, SZW).
Background of the Assignment
The research department uses various research systems, some of which are outdated and do not meet (governmental) frameworks. These do not work well together, requiring a lot of manual work. Currently, the network drive is used as a data source for all sorts of activities. In accordance with the frameworks and according to the policy of the Ministry of SZW, this must be phased out. The Government Architect has conducted an extensive analysis of the IT and ICT landscapes and has issued advice.
One of the recommendations is to realize an integral & integrated solution, using (standard) tools that work well with a to-be-realized data source (database, DWH), as its own and independent source. The legal department uses a modern case management system. The research department needs part of the data from the case management system for research and reports. Furthermore, this research department obtains its information manually from the internet, among other sources, and there are plans to use robotization and artificial intelligence (AI) in the future (long term).
Due to its tasks and the Archives Act, the research department needs its own data source system so that employees can automatically receive new/changed data from the case management system via a digital link. Realizing data exchange between the case management system and the database is part of the scope. The case management system is suitable for this.

Background of the Assignment
The Directorate for Execution of Labor Law (CAO) is responsible for auditing, policy-making, and conducting research regarding labor relations legislation, on behalf of the Minister of Social Affairs and Employment. This includes assessment, research, and policy advice regarding collective labor agreements, AVV, and pensions. The CAO Directorate consists of three departments: labor lawyers (CAV), researchers (COB), and IT experts (FB/IV). For communication and service provision to companies, CAO has its own website, including an integrated modern case management system.
Processes can be created or modified by the FB/IV department itself. Many collective labor agreements, pensions, and other documents are published on the website after approval. The Archives Act, GDPR, Woo (including active publication), website & document accessibility, and DUTO/MDTO are of great importance. DUTO & MDTO are new standards from the Government that the supplier of the case management system and the National Archives work with. The Archives Act and DUTO/MDTO are also used in preparation for its own database (DWH) for the renewal project of the research systems.

Additional Information
When you offer a professional to us as a supplier and they are placed, we need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-rekening. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.
The percentage to be deposited depends on whether you have SNA certification (NEN-4400-1 or NEN-4400-2) or not, and whether your company is located in the Netherlands or abroad. You can request the G-rekening from the Tax Authorities. If you cannot obtain a G-rekening (and you can provide proof from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
Please note, the costs for this statement are at your own expense.
