Project overview

The developer requested here will be responsible for the application management and further development of all mentioned generic services in accordance with the KOOP formulated vision and for the development of possible new platform services, should that need arise. The activities of the generic services team fall within KOOP under the 'Shared Services' component, which provides services to all KOOP Value Streams.

KOOP therefore expects the generic team to actively contribute to the objectives that KOOP has formulated with its SAFe implementation and for the team to embrace and wholeheartedly support the practices from the SAFe framework that KOOP uses.

Background of the assignment: KOOP has developed various generic services in recent years that play a central role within the KOOP enterprise architecture. For all Agile Release Trains within KOOP that develop and manage services, these generic services unburden the DevOps teams by:

o Architecture

o software development and management

o content (content driven architecture)

o Identity and access management

o Compliancy.

o Security

This allows DevOps teams to realize functionalities at a higher level, reduces the cognitive load on these teams, and achieves KOOP synergy benefits.

Below is a brief description of the current generic services. For some of these services, KOOP may choose not to use them generically anymore, for example, because it is not possible to deploy these services in line with the vision described above. The following is for informational purposes.

Central Authorization Mechanism

The Central Authorization Mechanism (CAM) is a single sign-on solution with multi-factor authentication developed by KOOP itself. It allows end-users to log into connected applications and switch between different applications without having to log in again each time. External authentication providers in the form of DigiD and Active Directory are used for authenticating users.

Publication Platform

The Publication Platform (PUP) is a service that takes over and standardizes the various process steps required to publish the multitude of documents and document types from different clients on the various portals. PUP thus receives assignments from connected applications to publish documents to various destinations, making these documents available and searchable on various portals, and thus functions as a central publication engine within the KOOP system landscape.

ConfigurationService

The configuration service allows blueprints to be configured for all different document types that flow through our publication chain. This blueprint or master configuration contains all information that other systems within the publication chain need for processing.

KOOP

KOOP, the Knowledge and Exploitation Center for Official Government Publications, is the driving force behind the largest portals with government information on the internet: overheid.nl, wetten.nl, and officiëlebekendmakingen.nl. KOOP thus supports all government organizations in the Netherlands in publishing information such as laws and regulations, parliamentary documents, permits, and international treaties every day.

Requirements

Candidate has a minimum of HBO work and thinking level

Azure Fundamentals (AZ-900)

Candidate possesses their own laptop with security, encrypted hard drive (encryption), antivirus software, a stable internet connection for the work to be performed.

Azure Associate (AZ-240)

Demonstrable work experience with C#.NET (8 years)

Demonstrable work experience with Identity and Access Management (4 years)

Demonstrable work experience with publication processes for laws and regulations (3 years)

Demonstrable work experience with Docker and Kubernetes (4 years)

Wishes:

You possess function-related (SAFe-Agile) certifications or are willing to obtain them in the short term

Degree to which the candidate has knowledge of/experience with .NET;

Degree to which the candidate has knowledge of/experience with XML and XSLT;

Degree to which the candidate has knowledge of/experience with REST and SOAP;

Degree to which the candidate has knowledge of/experience with Kubernetes, OpenShift, Harbor, GIT, and Docker;

Degree to which the candidate has knowledge of/experience with SAFe / Agile working

Competencies:

Degree of experience with the (further) development of generic applications with multiple internal stakeholders.

Additional information

When you, as a supplier, offer a professional to us and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid). The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients by means of a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities.

The percentage to be deposited depends on whether you have a SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is located in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities. If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to provide an accountant's statement (assurance report regarding personnel lending) every quarter. In this, a certified accountant (AA or RA) will issue a statement about the correctness, completeness, and timeliness of the remittances.
