Job description

The Dutch National Police is seeking an experienced .NET Backend Developer to enhance the Basis Voorziening Identiteit Vaststelling (BVID) system, which is crucial for verifying personal data of suspects and foreigners. The role involves working in a DevOps team to implement new regulations and improve the application.

Project overview

For our end client, the Police, Harvey Nash is looking for a backend developer.

Expected start date: 01-01-2027 (start possible after completion of screening)

Responsibilities

As a team member, you are co-responsible for achieving the team's goals. You contribute to the entire software delivery process: from design and development to testing, deployment, monitoring, and operational management. You work under architecture and coordinate with colleagues and the Tech Lead to align technical choices with broader frameworks.

You take ownership of the quality, stability, and performance of the systems you build. You actively contribute to improvements in processes, tooling, and collaboration, and help optimize team metrics such as deployment frequency and lead time for changes. You have in-depth expertise in backend development (.NET), as well as broad knowledge of DevOps tooling, containerization, CI/CD, test automation, and security; you recognize yourself in the profile of a broad T-shaped professional.

You collaborate effectively with other teams through clear interaction patterns and help keep the cognitive load within the team manageable. You share knowledge, provide feedback, and support colleagues in their growth. You are transparent in your choices, take initiative, and contribute to a culture of ownership, technical excellence, and continuous improvement.

Requirements

(if a candidate does not meet all requirements but comes close, still propose them)

Desirables:

Competencies:

You make a significant contribution to the teams regarding, for example, the migration from BVID-2 to BVID-3, and other major necessary legal changes. You will use your skills to improve the quality of the application(s). This includes both technical improvements and new functional needs, partly due to changing (European) legislation.

Problem Analysis:

Identifies problems, seeks and recognizes important information, breaks down issues, and establishes connections between data.

Initiative:

Recognizes opportunities. Acts upon them and dares to take risks to ultimately achieve a recognizable benefit for the organization. Prefers to start proactively rather than waiting passively.

Learning Ability:

Is alert to new information. Actively masters new knowledge and applies it effectively for their own role.

Collaboration:

Assignment Description

For registering and verifying personal data of suspects and foreigners using documents, fingerprints, photos, and signatures, the National Police uses identification kiosks. Through the underlying system, the Basis Voorziening Identiteit vaststelling (BVID), it can also be determined whether the owner of a fingerprint is already known to the police or a chain partner. For example, because the person in question has been arrested before or because they entered the Netherlands or another European country as a foreigner.

The police are looking for an experienced .NET Developer (back-end) to further develop the BVID and implement new laws and regulations. If you are proactive, have good ideas, can adopt others' excellent ideas, enhance the positive atmosphere in the DevOps team, and enjoy a dynamic environment? Then you are in the right place with us.
