• Market and industry research: Monitor developments in Portugal and the EU across the digital economy, enterprise digitalisation, cloud services, cybersecurity and data governance. Prepare research briefs or analytical reports every two to four weeks, highlighting key developments, business implications and practical recommendations.
• Policy and regulatory monitoring: Track relevant legislation, regulatory developments and public consultations. Summarise significant changes, implementation timelines and their potential impact on the company’s activities.
• Industry engagement: Attend events organised by industry associations, chambers of commerce, think tanks and other relevant organisations. Prepare concise meeting and event summaries, and follow up on useful insights and potential opportunities.
• Local partnership support: Help identify prospective clients, business partners and relevant industry organisations. Support background research, meeting coordination and ongoing communication.
• Public institution liaison: Support communications with relevant authorities and professional advisers on licensing, certifications and other administrative matters. Help clarify documentation requirements and track progress.
• 3–5 years of relevant experience in policy research, public affairs, market research, consulting or business development.
• An academic background in public administration, international relations, law, economics, political science or a related field.
• Familiarity with Portuguese and EU institutions, including policymaking, legislative and regulatory processes.
• Strong research, analytical and writing skills, with the ability to independently produce clear, well-supported reports and practical recommendations.
• Strong communication and coordination skills, including the ability to engage professionally with businesses, industry organisations and public institutions.
• Native-level or equivalent proficiency in Portuguese, and English proficiency at CEFR C1 or above, with the ability to communicate effectively and prepare professional written materials.
• The ability to manage priorities independently, meet agreed deadlines and attend relevant meetings and events in Lisbon and the surrounding area.
• Sound professional judgement, integrity, reliability and respect for confidentiality.
• Experience in a parliamentary office, government department, industry association, chamber of commerce, consultancy, think tank, research institute or corporate public affairs team.
• Exposure to technology, IT services, cloud computing, cybersecurity, data governance or the digital economy.
• Participation in policy research, public consultations, industry initiatives or civil society projects.
• Relevant writing samples, such as policy briefs, market research reports or industry analysis.
• A flexible part-time arrangement with a fixed monthly consulting fee and an annual performance bonus.
