Enforcement Lawyer (Interim)

Project overview

As an enforcement lawyer, you will support the municipality with various enforcement issues in the field of environmental law, APV, and special laws.

Profile of the suited interim professional:

• Advising supervisors, enforcers, permit officers, and managers on the legal handling of cases
• Drafting and assessing enforcement decisions such as warnings, penalty orders, administrative enforcement, collection, and closure decisions
• Analyzing violations and mapping out the legal options for taking action against them
• Analyzing research data and supervision reports for the purpose of a carefully constructed case file
• Advising on the use of administrative law instruments and the strategy to be followed for complex cases
• Writing clear administrative advice and decision-making documents for the mayor and council
• Translating laws and regulations, policy, and case law into the daily operational practice of the municipality
• Minimum HBO bachelor's work and thinking level
• Minimum 4 years of experience, gained in the last 8 years, as an enforcement lawyer or legal advisor in the field of APV and/or VTH within a municipal organization
• Master's degree level in a legal field is a plus
• Experience as an advisor for supervisors, enforcers, permit officers, and managers
• Experience with translating legislation and policy into operational practice
• Minimum 2 years of experience in the last 5 years with independently drafting enforcement decisions and knowledge of objection and appeal procedures
• Experience with enforcement cases that are legally, administratively, or socially complex
