Job description

A transmission system operator in the energy industry based in Berlin is seeking an experienced Engineering Manager for the "Ostwind 4" offshore grid connection project, which involves a 2 GW transmission capacity using 525 kV HVDC technology.

Project overview

A transmission system operator in the energy industry based in Berlin is seeking an experienced Engineering Manager for the "Ostwind 4" offshore grid connection project. The project connects wind farm areas in the Baltic Sea with 2 GW transmission capacity using 525 kV HVDC technology (offshore converter platform, onshore converter station, approx. 110 km of subsea cable, and 4 km of land cable).

The role corresponds to a Level 3 or Package Manager in large HVDC EPCI projects: The focus is on leading the engineering organization and engineering governance, not on creating specifications yourself.

Responsibilities

  • Engineering leadership and interface management
  • Management of all engineering management activities, including systems engineering, aligned with project goals, technical requirements, deadlines, costs, quality, and lifecycle
  • Establishment and maintenance of interfaces between engineering disciplines, project packages, EPCI contractors, procurement, logistics, O&M, permitting authorities, and certifiers
  • Leadership and development of multidisciplinary engineering teams
  • Definition of engineering governance, decision-making processes, and reporting structures; training of the project team
  • Engineering strategy, system integration, and design assurance
  • Integration of all technical, operational, regulatory, HSE, certification, and permitting requirements into the overall design
  • Development of engineering strategies, standards, and methods; review and approval of specifications and engineering deliverables
  • Ensuring a consistent system architecture and technical interfaces across all project packages
  • Leading technical reviews and decisions; ultimate authority for engineering governance and assurance
  • Project execution
  • Steering engineering through development, procurement, construction, installation, commissioning, and handover
  • Together with quality management: commissioning and testing strategies, test plans, and design verification
  • Monitoring progress, KPIs, resources, and milestones; support with engineering changes, claims, and technical risks
  • Quality, compliance, and risk management
  • Engineering QA and technical governance; compliance with regulations, permits, and standards
  • Identification, assessment, and management of technical risks; lessons learned and continuous improvement
  • Monitoring contractors regarding technology, HSE, QA/QC, certification, and contract
  • Resources, stakeholders, and communication
  • Planning and management of internal and external engineering resources; mentoring the team
  • Engineering representation towards management, contractors, and authorities; regular reporting
  • Promotion of new technologies and digital engineering approaches
