Assignment Description

Responsibilities

The assignment includes developing the competence of others at the authority in the government assignment/working group in developing implementation-close specifications, primarily within the FHIR standard.

The assignment will be reported to the responsible unit manager.

The assignment may change, for example, the consultant may be included in other projects and investigations.

General Information about the Assignment

The assignment may involve travel during the assignment period for work at E-hälsomyndigheten's other offices. The consultant is expected to participate on these occasions. Travel is booked and paid for by E-hälsomyndigheten.

Other travel is not currently planned and, if it occurs, should be at the direction of the immediate manager at the authority.

Remote Work

It is possible to perform parts of the assignment remotely, but this must be done in dialogue with the client, and the client decides if/when remote work is relevant. Currently, E-hälsomyndigheten allows for working remotely three days a week.

Evaluation

The contract will be awarded to the consultant whose bid is the most economically advantageous based on the best ratio between price and quality. Price refers to the consultant's offered hourly rate. Quality refers to the fulfillment of 'should' requirements and an interview with the offered consultant.

Added value deductions per criterion are determined based on the achieved level and the maximum amount for each criterion.

The consultant who receives the lowest evaluation price will be awarded the contract. Please note that the evaluation price is only a mathematical calculation used for evaluation and does not affect the bid price itself.

• Mapping authorities' and organizations' existing information structures, code sets, registers, and information sources
• In collaboration with subject matter experts, information architects, terminologists, and users, developing information structures and descriptions (conceptual and information models and associated code sets) based on existing international and national standards in the field

• Must have at least ten (10) years of documented experience in informatics work (modeling work) related to requirements specification and solution descriptions
• Must have at least ten (10) years of documented experience in interoperability and standardization within healthcare
• Must have at least five (5) years of documented experience in conducting investigations and workshops focusing on informatics, conceptual and information modeling with various external stakeholders, such as other authorities, interest organizations, and other relevant actors within healthcare
• Must have at least three (3) years of documented experience using the FHIR standard in practical application
• Must have knowledge of relevant international and national standards
• Must have knowledge of code sets and classifications within healthcare.
• Consultant must achieve at least competence level 3 according to the framework agreement: Knowledge: High generalist competence, or very high education and competence in the field. Experience: Has participated in large assignments in the field and completed assignments with very high quality. The level is normally achieved earliest after 9-12 years in the field for the relevant industry/area. Leadership: Takes main responsibility for leading a larger group. Independence: Very high.
• The bidder must hold F-tax registration and prove this by attaching a valid certificate of F-tax registration in the bid.
• Must have good knowledge of Swedish, both spoken and written
• Reference Assignment: Experience must be proven by one (1) reference assignment carried out within the last 24 months. The reference assignment must be comparable to the current assignment. The reference assignment must be documented in the attached appendix, which must be used for the bid to be considered to meet the requirement.
