The assignment

Complex permits, difficult enforcement cases, and representing the municipality in objection and appeal procedures: as a legal advisor APV & Special Laws at the municipality of Zevenaar, you are at the heart of the profession. You work in a close-knit team of 30 colleagues, in the unique Turmac Cultuurfabriek, with short lines to management and operations. Your advice matters.

For the Permits, Supervision & Enforcement team, we are looking for a legal advisor APV & Special Laws. You will support colleagues with complex permit applications, handle objection and appeal procedures, and advise on enforcement issues. This is a temporary assignment during the recruitment and appointment of a permanent legal advisor.

What will you do?

You will collaborate with

30 colleagues within the Permits, Supervision, and Enforcement (VTH) department, including 6 Permit Consultants in the Permits team with whom you will work closely. You will also regularly liaise with the enforcement officer coordinator and fellow legal advisors. The atmosphere is informal and collegial: you can quickly find each other for substantive coordination, and you share knowledge and humor in a close-knit team.

3 months - 32 hours per week - 0.89 FTE

Profile of the suited interim professional:

• You are the legal point of contact for permit granting and advise Permit Consultants on complex applications in the areas of events, hospitality, exploitation, APV, and special laws.
• You independently handle objection and appeal procedures against APV permits and permits based on special laws and represent the municipality when necessary.
• You will handle a limited number of objection cases on other subjects, such as waste.
• You will advise on enforcement within the APV, VFL, and special laws and will draft, among other things, preliminary notices and penalty payments.
• You are an important legal point of contact for the enforcement officer coordinator.
• A completed HBO+ or WO degree in Law/Jurisprudence, Dutch Law, or a Master's in Constitutional and Administrative Law, with a focus on administrative law, environmental law, or similar;
• Minimum of 5 years of experience with legal advice within the physical living environment;
• Preferably experience with APV, events, Bibob, supervision, or enforcement.
