Project overview

Background and Rationale

The municipality of Hardenberg is working on improving information provision and data-driven working within the Information-Driven Working (IGW) program. Within this program, processes, roles, systems, and information products are being developed.

We want to ensure that the results of the program are well managed and further developed after completion. Therefore, we are looking for an external contractor to elaborate on how we can organize this within our organization.

Objective of the Assignment

To develop and deliver a safeguarding model for Information-Driven Working. This model will outline how we can structurally organize the ownership, responsibilities, management, and quality of information products.

The assignment is temporary and focused on delivering concrete results. The municipality is solely responsible for decision-making, implementation, and execution of the agreed-upon arrangements.

Execution of the Assignment

The contractor will execute the assignment independently, determining their own approach and methodology. Planning and delivery dates will be agreed upon in advance with the client. To deliver the results, coordination will take place with line management, process owners, the Data Team, functional management, and other stakeholders as needed. The municipality will ensure the availability of necessary information and contact persons.

Knock-out criteria:

• IGW Safeguarding Model: A proposal for the structural safeguarding of IGW within the existing organization. This will detail the roles, responsibilities, authorities, and ownership.
• Governance and Management Framework: A framework outlining how the management, quality control, and further development of IGW can be organized. This will align with the municipal I-vision and existing policy frameworks.
• Information Architecture and Information Quality: Advice on establishing an organization-wide information architecture and a quality framework for data and information products. Relevant developments within Microsoft and legislation, including GDPR, Wpg, and the Archives Act, will be considered.
• Register of Information Products: An overview of the information products within the agreed scope. For each product, ownership, management responsibility, applicable KPI definitions, and required update frequency will be documented.
• Transfer and Implementation Plan: A concrete plan detailing the steps the municipality must take to implement and safeguard the developed models and agreements. This will also address the coherence with the Data Foundation, Data Platform, Data Team, and Training and Information Skills.
• Completed education at a minimum HBO bachelor level;
• Minimum 4 years of demonstrable work experience as a project leader in data, information provision, or information management at a municipality;
• Minimum 2 years of demonstrable work experience with setting up and implementing information management or data governance processes, including documenting ownership, management responsibilities, KPIs, and quality agreements;
• Minimum 2 years of demonstrable work experience with the development and implementation of quality frameworks, KPIs, and management information for data and information products;
• Work experience with leading and designing, implementing a management organization and governance for data or information products, demonstrable with 2 examples of comparable assignments;
• Minimum 3 years of demonstrable work experience with establishing information governance and information management processes, including documenting ownership, management responsibilities, KPI definitions, and update frequencies for data and information products;
• Minimum 2 years of demonstrable work experience in the last 6 years with establishing and safeguarding governance, ownership, and management processes within a municipal or other government organization;
• Demonstrable work experience with GDPR, Wpg, and the Archives Act.
