Project overview

Within a Project and Solutions Unit (PES) undergoing digital transformation, our client – a large public administration – is looking to permanently strengthen its teams. In a context where the IT project portfolio is intensifying, we are looking for a confirmed Business Project Manager to lead high-value IT and organizational projects.

Your Role and Impact

As a Business Project Manager, you will assume overall responsibility for one or more of the City's information system projects in all their dimensions (strategic, human, financial, organizational, and technical).

You will orchestrate multidisciplinary teams, manage complex issues, and stakeholders with varied interests to ensure the delivery of digital solutions aligned with business needs.

Your Key Responsibilities

• Project Management and Overall Management
• IT Project Leadership: Lead IT projects from start to finish, managing interdependencies and the use of internal and external resources.
• Methodology & PMO: Apply the most suitable methodology for the context (HERMES, Agile, or Hybrid), maintain project documentation, and feed PMO steering tools.
• Governance & Reporting: Organize, convene, and lead project bodies (monthly steering committees, project reviews) and ensure structured reporting.
• Financial Management & Public Procurement: Oversee the project budget, monitor supplier performance, and participate in procurement/tender procedures (writing specifications and evaluation).
• Compliance & Security: Ensure compliance with the City's information security and data protection standards (LPD).
• Business Alignment, Quality, and Change
• Change Management: Identify organizational impacts, develop new business processes, and propose targeted support measures.

• Quality Management: Perform deliverable acceptance, monitor the schedule, manage risks, and rigorously manage change requests.
• Communication: Ensure fluid and regular dialogue with clients, users, partners, and service providers.
• Go-Live and Operational Transition
• Deployment: Lead the go-live of applications in coordination with technical teams.
• Training & Support: Define the user training plan and organize the setup of L3 support.
• Transition: Organize the transfer of responsibility and maintenance to the Product & Platform Management group, then formalize the project closure report.

• Experience: Confirmed experience (5+ years) in managing large-scale IT projects, ideally within the public sector or complex organizations.
• Methodology: Proven mastery of the HERMES method as well as Agile/Hybrid approaches.
• Key Skills:
• Mastery of meeting facilitation, negotiation, and stakeholder management techniques.
• Knowledge of public procurement/public tender procedures (a plus).
• Solid understanding of risk management and project financial control.
• Soft Skills: Excellent oral and written communication in French, leadership, synthesis skills, diplomacy, and proactivity.
