Job description

Seeking an experienced Project Manager to lead a European tender for Web Operations (WebOps) and Content Management Systems (CMS), followed by implementation and potential migration for Veiligheidsregio Rotterdam-Rijnmond.

Project overview

Assignment Description

For Veiligheidsregio Rotterdam-Rijnmond, we are looking for an experienced, independent project manager who will be responsible for guiding a European tender for Web Operations (WebOps) and content management systems (CMS), followed by the implementation and potential migration of the services.

The assignment covers approximately six websites and twenty redirects currently managed by a supplier. You will ensure a careful and transparent tender process, a well-founded supplier selection, and a controlled implementation. You will work closely with Communications, Information Provision, Procurement, contract management, and external suppliers.

You will start by finalizing the program of requirements, for which the basis and wishes are available at the start. The complete program of requirements must be ready for publication in the first two weeks of December. Subsequently, you will manage the tender process and oversee the implementation and any migration.

The implementation and potential migration must be completed by June 15, 2027, due to the expiration of the current contract. The period up to and including June 30, 2027, is for aftercare, handover, and formal project closure.

About WebOps and CMS

Within this assignment, Web Operations encompasses the coherence between hosting and infrastructure, technical website management, availability, performance, and security of websites and the technical content management environment.

The CMS service focuses on technical maintenance, accessibility, and the addition of any add-ons. The goal is to ensure websites function reliably, securely, and manageably, allowing editors and content managers to perform their tasks effectively.

What will you do?

Responsibilities and Results

As a project manager, you are independently responsible for the project management and achieving the agreed-upon results. Based on your expertise, you will determine the project approach within the established frameworks and deadlines.

You will ensure:

Collaboration and Alignment

You will work closely with the Head of Communications as the client, the Communications, Information Provision, and contract management departments, external suppliers, and other subject matter experts.

The Communications department is the substantive owner and provides functional and communication input. Information Provision provides technical expertise during the tender and implementation. Procurement and contract management are responsible for the formal tender procedure, including publication, tender law guidance, potential negotiations, and contracting.

You will connect the involved disciplines, monitor coherence and progress, and prepare project and steering group meetings, reports, and necessary decisions. You will hold stakeholders accountable for agreements made and ensure that substantive contributions are delivered on time.

Decisions with contractual or financial implications will be submitted to the client and, where necessary, to Procurement or contract management.

Scope of the Assignment

The assignment focuses on independent project leadership and process management. You will not take over structural tasks in functional management, webmastering, technical management, or content management.

You will also not take over substantive tasks assigned to Procurement, Communications, Information Provision, or other subject matter experts. However, you will ensure that all necessary contributions are made on time, in full, and in coherence.

What makes this assignment suitable for you?

You quickly bring structure to a complex process involving various disciplines and interests. You work meticulously, demonstrably manage planning, risks, actions, and decisions, and are visible and approachable to the client, stakeholders, and project members.

You listen, connect, and inspire, but also dare to address stakeholders and escalate in a timely manner. You keep substantive ownership with the right experts and focus on results. You smoothly switch between administrative decision-making, tender processes, and technical implementation, aiming for timely, careful, and future-proof WebOps and CMS services.

Engagement and Work Method

During the tender phase, the expected engagement is approximately 16 hours per week. During the implementation and migration phase, the engagement may increase to a maximum of 24 hours per week, depending on the tender outcome and project schedule. You will independently plan your work and presence around necessary meetings, milestones, and project deliverables.

Presence on-site in Rotterdam is not structurally mandatory but is expected when the nature or progress of the assignment requires it. The consultation structure and reporting frequency will be detailed in the project plan.

7 months - 16-24 hours per week - 0.44-0.67 FTE
