Job description
AFM is seeking a senior consultant to research and implement improvements in functional management, authorization management, reporting processes, and governance within a changing IT environment. The role requires a hands-on approach combining analysis with execution.
Project overview
Assignment
For AFM, we are looking for a senior consultant who conducts research and implements improvements in the areas of functional management, authorization management, reporting processes, and governance. The assignment takes place within a changing IT environment. By outsourcing management and migrating applications to Azure, responsibilities are shifting between business, IT, and external suppliers. The consultant will map the current situation and implement improvements that are sustainably secured.
The consultant will conduct an organization-wide investigation and implement improvements in the areas of functional management, authorizations, reporting processes, and governance.
Activities:
We are not looking for an advisor who only analyzes, but for an independent senior consultant who combines analysis with execution. The candidate is organizationally sensitive, knows how to involve stakeholders, and translates improvements into concrete results. Additionally, the candidate ensures that knowledge, processes, and responsibilities are sustainably secured.
- Inventory of applications, management processes, roles, rights, and ownership.
- Conducting stakeholder analyses and interviews.
- Mapping and optimizing authorization and rights structures.
- Designing governance, ownership, and RACI models.
- Improving and automating reporting processes.
- Implementing improvements in rights management, governance, and documentation.
- Securing knowledge, processes, and responsibilities within the organization.

Minimum 5 years of experience within AFM
Wishes
Extensive experience with stakeholder management at a tactical and strategic level
Has experience with analysis, design, and implementation projects
Has experience with environments working with external suppliers and outsourced management
Has knowledge of Microsoft Dynamics 365, including security roles, business units, and privileges

Preferably has knowledge of Azure / Entra ID, Azure DevOps, and Power Platform.
Preferably has experience within a supervisory body, government organization, or financial institution.
Please note: candidates must have basic knowledge of privacy legislation (AVG), responsible use of AI (such as Copilot), and information and data security, as far as relevant to the role.
Employment conditions
This is an assignment with an intended start date as soon as possible, with a duration of 4 months. The assignment is for 36 hours per week. There is an option for extension for a maximum of 6 months.
Please note: you may be asked not to work hours in the last 2 weeks of the year.
The freelancer must provide their own laptop, phone, and other office supplies.
Additional information
When you offer a professional through us as a supplier and they are placed, we will need information from you as a contracting party, including regarding the Chain Liability Act (Wet keten- en inlenersaansprakelijkheid).
The 'WKA' aims to prevent abuse in the remittance of payroll taxes at all links in the chain; from supplier to client. We cover these risks for our clients through a blocked account, the G-account. This is an account to which a portion of the invoice amount is deposited and from which you can pay payroll taxes and VAT to the Tax Authorities. The percentage to be deposited depends on whether you have an SNA certification (NEN-4400-1 or NEN-4400-2) and whether your company is established in the Netherlands or abroad. You can apply for the G-account from the Tax Authorities.
If you cannot obtain a G-account (and you can provide proof of this from the Tax Authorities), you also have the option to submit an accountant's statement (assurance report regarding personnel lending) quarterly. In this, a certified accountant (AA or RA) will issue a statement on the accuracy, completeness, and timeliness of the remittances. Please note that the costs for this statement are at your own expense.
