Project overview

As an advisor for land affairs, you will handle complex legal and substantive issues in the field of land affairs, land issuance, real estate transactions, and area development. You will contribute to an efficient, legally sound, and uniform working method. You will also assess and improve existing processes and agreements.

What will you do?

You will advise on the legal and contractual aspects and ensure the careful handling of land issuance and associated agreements.

Gemeente Den Helder is the local point of contact for the government for residents, businesses, associations, and institutions. In this role, the municipality connects practical service delivery with spatial, social, and economic development. The work package ranges from passports, notifications, permits, and municipal taxes to programs concerning environmental management, housing, mobility, care, youth, and support for participation.

To carry out these diverse tasks carefully, the municipality brings together subject-matter expert teams with functions for legal support, business operations, communication, and digital services. Within the municipality of Den Helder, the municipality sets the frameworks and the college supervises the municipal council.

• Advising on complex legal issues concerning land affairs, land issuance, real estate transactions, and area development.
• Drafting, reviewing, and amending sales, rental, and long-lease agreements.
• Guiding and substantively handling complex sales issues and land issuances.
• Professionalizing and standardizing the sales process and contract formation.
• Developing and improving standard agreements, formats, work processes, and procedures.
• Analyzing existing working methods and proposing improvements and standardization.
• Advising on legal risks, contractual conditions, and relevant laws and regulations.
• Executing and guiding the re-issuance of beach pavilions, including legal and contractual elaboration.
• Coordinating with internal stakeholders and, where necessary, external parties on land affairs and contractual agreements.
• Ensuring careful, transparent, and legally correct execution of sales and issuance processes.
• The candidate possesses a completed HBO bachelor's degree in a relevant field.
• The candidate possesses at least five years of work experience as a (legal) advisor for land affairs at a municipality.
• You possess a completed WO degree in a relevant field.
• You are available by January 4, 2027, at the latest, or earlier if possible.
• You possess a completed legal education at a minimum HBO level.
• You possess at least seven years of experience as a (legal) advisor for land affairs. Clearly indicate this in the CV.
• You have recent experience, no older than three years, with re-issuance projects at a municipality. Clearly indicate this in the CV.
• You have recent experience with standardizing processes, working methods, and agreements in the role of (legal) advisor for land affairs at a municipality.
